Job Summary

The Country Director will be the Representative for FHI 360 activities at the country level. S/he will be responsible for direct supervision of Chiefs of Party and Project Directors, as assigned and updated yearly, and the primary point of contact for business development. In coordination with FHI 360 security team, ensures duty of care and safety for staff throughout Vietnam. Coordinates closely within FHI 360 and among its family of companies.

Manages Country Office (CO) development and implementation process of services involving departmental or cross-functional teams focused on the delivery of new or existing projects. Selects, develops, and evaluates personnel to ensure the efficient operations of the CO. Oversees the CO-shared services platform including human resources, procurement, finance, enterprise services (facilities, travels/logistics, storage/warehousing, communication, utilities, etc.), administration, information technology, security and compliance.

Coordinates with all projects present in Vietnam, has oversight of all FHI 360 in-country activities, plans for office size and staffing changes, and ensures best shared services value to clients and donors. Leads the CO’s drive for excellence in technical performance, innovation, learning, and growth. The Country Director reports to FHI 360’s Asia Pacific Regional Office Portfolio Director.

Accountabilities

  • Provides leadership, ensures quality, and oversees all FHI 360 operations in Vietnam
  • Responsible for overall vision of Vietnam portfolio including projects managed by other Chiefs of Party and Project Directors.
  • Oversees operation functions of CO/sub-offices, including within the areas of management, finance, security, legal, and human resources to ensure the offices and projects managed with thin the offices are compliant with FHI 360, funder, and government policies and procedures.
  • Ensures technical oversight and quality assurance for projects in which the Country Director is also designated Project Director or coordinates with primary technical supervisor within appropriate sector(s) to ensure this technical oversight and support.
  • Coordinates a matrixed management approach to capacity building, support, and oversight of shared services staff, and program/technical staff in specifically designated projects.
  • Provides operational support to global or regional projects with systems, skills and resources to ensure the quality of the country portfolio.
  • Develops and monitors landscape analysis, strategic plans, proposals, protocols, papers, reports, and budget to achieve project and FHI 360 goals.
  • Manages staff with training and operational procedures to achieve strategic goals of the project and FHI 360.
  • Ensures talent development and teambuilding.
  • Establishes, serves, and maintains partnerships with internal and external stakeholders.
  • Ensures a harmonized enterprises services platform at the country level.
  • As chief of safety and security for FHI 360 operations in Vietnam, ensures security and safety of all FHI 360 operations, staff, consultants, and related assets in the country.
  • Provides directions to the overall leadership and management team in Vietnam, in particular as it relates to strategic program direction, managed growth, and compliance with organization policies and procedures and funder regulations.
  • Manages, implements, and monitors systems, services, and staff for shared services, within project budgets to achieve financial, administrative, and programmatic goals.
  • Provides timely and accurate financial and programmatic reports to FHI 360 management, funders and government as required
  • Prepares and monitors approved budgets for shared services and country-managed projects.
  • Approves and manages all expenditures relating to G&A budgets.
  • Provides technical assistance through review or writing of proposals, protocols, papers, and/or reports to ensure accuracy and appropriateness.
  • Recruits, orients, and supervises (Department/Unit Directors) to support country programs and ensure the completion of technical, programmatic, financial, and resource development needs are met and achieved.
  • Provides supportive guidance and supervision to Technical and Program staff and Managers who are charged to implement programs within the assigned area of expertise.
  • Collaborates with operations and cross-functional groups on matters concerning staff development that leverages international staff to mentor local staff, so as to maintain project accountability and scale in the short term and fast track capacity building for the long term.

  • Discretion on legal and human resource issues, point of contact for legal counsel in country.

Education**

  • Master’s Degree or its International Equivalent • Communication and Social Marketing, Economic
  • Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.

Experience**

  • Typically requires a minimum of 12 years of relevant experience.
  • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
  • Demonstrated experience in project management and implementation.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature.
  • Must be able to read, write, and speak fluent English, fluent in Vietnamese.
  • Experience operating in challenging environments
  • Experience working in a non-governmental organization (NGO).

Typical Physical Demands

  • Ability to lift 5 - 25 lbs.
