Project description:

The USAID STOP Spillover program provides a critical opportunity to enhance global understanding of the complex drivers of viral spillover and to augment sustainable national capacities in surveillance, risk analysis, and behavior change. The project supports ten prioritized countries across Africa and Asia to gain critical knowledge about their Spillover Ecosystems, to refine and use that knowledge effectively, efficiently, and sustainably to reduce the risk of zoonotic viral spillover and spread. This is a five-year project from 2021 to 2025.

STOP Spillover is a USAID-funded project to anticipate and address threats posed by the emerging zoonotic diseases that pose the greatest risk of jumping from animals to humans. Tufts University, together with an international consortium of nine core partners that include Southeast Asia One Health University Network (SEAOHUN), icddr,b and Africa One Health University Network (AFROHUN) and six core sub-award partners are working collaboratively utilizing diverse capabilities among consortium members and stakeholders to implement the STOP project in five countries in Africa and five countries in Asia over the next five years.

The consortium will support countries to build their capacity to assess, communicate and decrease risk of viral spillover and spread of zoonotic disease The consortium will work with USAID to develop and institutionalize innovative, country-specific, and sustainable approaches so they are well-prepared to stop viral spillover from animals to humans and reduce amplification and spread of the virus among humans.

STOP Spillover will focus on strengthening national capacity in a number of targeted countries to 1) understand the factors that contribute to the risk of spillover of pathogens from wildlife to humans; 2) develop, assess, and implement early risk-reduction interventions that will reduce the spillover and spread of these threats; and, 3) recognize and respond rapidly to zoonotic spillover events.

STOP Spillover’s approach centers around leveraging global-level Resource Hubs, made up of consortium partner staff and key short term technical advisors and consultants, to provide expertise, technical assistance, and support to a Country Team. The Country Team, composed of a full-time Country Team Lead and four supporting technical members, will drive implementation of the project, ensuring that project activities are responsive and contextualized to the needs of Vietnam.

Position description:

The Financial Officer should be able to ensure project administrative and financial activities run smoothly on a daily and long-term basis for the STOP Spillover project. The Financial Officer reports to VOHUN Coordinator, and Country lead of the STOP Spillover project and is responsible for providing effective and efficient financial and administrative services.

Tasks and responsibilities:

The Financial Officer will:

  • Implement financial policies and procedures.
  • Establish and maintain cash controls. including deposits and donations.
  • Establish, maintain, and reconcile the general ledger
  • Draft all necessary administration and financial management correspondence and be responsible for follow-up
  • Collect, update, and maintain financial files and records and prepare balance sheets.
  • Ensure the regular maintenance and prompt repair of office equipment.
  • Set up and maintain an appropriate office filing system and asset registry record.
  • Prepare the necessary required financial reports based on work plan and budget including requests for advance of funds and accounting invoices of advance funds.
  • Manage funds in conformity with the HUPH administrative and financial procedures and the STOP Spillover subaward.
  • Assist with preparation of the budget
  • Prepare and reconcile bank statements
  • Establish new and maintain existing supplier accounts and process supplier invoices
  • Enter and maintain data in the purchase order systems
  • Ensure transactions are properly recorded and entered into the computerized accounting system
  • Process and record petty cash transactions
  • Submit STOP Spillover staff timesheets for payroll processing
  • Other related work required by Coordinator and Country Team Lead

Qualifications and requirements

  • Bachelor’s degree in Finance, Business Administration and Management or related field.
  • Proven work experience as a Financial Officer, or similar role. At least 3 years of experience in the Finance and Administration role with strong interest in the field.
  • Solid knowledge of office procedures, and financial management
  • Experience with Financial Management Systems (FMS) software, and office management software like MS Office (MS Excel and MS Word, specifically).
  • Strong organization skills with a problem-solving attitude.
  • Strong communication and interpersonal skills, ability to foster networks and partnerships and good working knowledge of information and computer technology
  • Attention to detail and good time management and self-organizational skills
  • Ability to work autonomously, effectively managing own workload without continual guidance
  • Strong interpersonal skills; commitment to teamwork and to working across disciplines, cultures, and stakeholders at all levels
