I. BACKGROUND

2030 Water Resources Group

  • The 2030 Water Resources Group (2030 WRG – www.2030wrg.org) is a public-private-civil society partnership that supports governments accelerate reforms with the aim of ensuring sustainable water resources management for the long-term development and economic growth of their countries.
  • 2030 WRG aims to accelerate water sector transformation with regard to water security for long-term economic growth, environmental as well as domestic needs and shared prosperity, with a focus on improved demand-side management involving public, private and civil society stakeholders across agriculture, industry and urban development.
  • As of January 1, 2018, the Water Global Practice of the World Bank hosts 2030 WRG which has had been previously hosted by the International Finance Corporation of the World Bank Group.

2030 WRG Vietnam Engagement

  • 2030 WRG conducted a short scoping assessment in 2016 to understand the key stakeholders in Vietnam, the political economy of the country, and willingness of government to engage with private sector, leading to the decision to develop a new engagement in the country.
  • On the basis of this initial assessment, the team met with key government officials and other stakeholders, including MONRE and MARD, who articulated the need for an analysis of Vietnam’s water resources, particularly the water-economic growth nexus.
  • 2030 WRG commissioned a high-level overview assessment of the Vietnam water sector, with the aim of identifying water demand reduction solutions to drive economic growth (across sectors including agri, industry, urban). To guide this assessment, a Multi-Stakeholder Advisory Group of 12-15 members across government, private sector, and civil society was convened by 2030 WRG.
  •  In addition to technical details of the overall water resources situation, the assessment covered an analysis of key solution areas/ interventions optimizing the use of water to further economic growth, leading to the identification of potential workstreams for 2030WRG’s engagement in Vietnam. The list of workstreams was subsequently validated through stakeholder consultations.

II. ASSIGNMENT DESCRIPTION

  • Establish Multi Stakeholder Platform for Vietnam: The Country Lead will serve as the focal point for 2030 WRG-Vietnam, as part of the World Bank Water Global Practice. S/he will build momentum in convening stakeholders to discuss around sustainable water resources management in Vietnam. S/he provides coordination and network leadership towards building the Multi-Stakeholder Platform (MSP) and the respective work-streams (WS) that are focused and goal oriented. The current undertaken Hydro-Economic Analysis (HEA) will build common ground towards establishment of the MSP and WS.
  • Roll-out 2030 WRG work-streams (WS): Based on HEA, WSs will be identified, established and rolled-out. These thematic initiatives should be championed via the MSP and led by the public sector, private sector and CSO. Catalyzing funding and coalition building is key-focus for establishment of the work-steams. The Country Lead will be responsible for the setup and progress of several work streams. Initial identified areas are:
    • Agricultural Water Use Efficiency, with a particular focus on rice sector
    • Design of water sector incentives, including irrigation
    • Water pollution management
    • Water governance, including river basin council development
  • Stakeholder engagement: The Country Lead is expected to pro-actively engage different types of stakeholders, such as:
    • Public Sector: Close collaboration and engagement with relevant ministries, including but not limited to MONRE, MARD, MOPI, MOIT, MOF, MOC etc. as well as other relevant entities (e.g. Prime Minister/ Deputy Prime Minister’s Office, National Assembly)
    • Private Sector: Relationship building and identification of partnership/ implementation options with key private sector entities, for example, agribusiness/ food processing and production, construction, finance, manufacturing sector, urban, and others.
    • Civil Society and Academia: Engagement with credible civil society organizations and partners from academia.

The Country Lead will work closely with the Water GP of the World Bank and other water-related GPs and provide regular updates to the Country Management Unit, as needed.

S/he will closely work together with the 2030 WRG Program Coordinator Vietnam, the 2030 WRG Regional Asia Lead, and identified consultants working at the workstream level. The Country Lead will report directly to the 2030 WRG Regional Asia Lead. The Country Lead will join regular calls of the 2030 WRG Team across the globe and provide input and leadership for 2030 WRG engagement in Vietnam.

III. ROLES AND RESPONSIBILITIES

  • Drive strategy for the overall results of the 2030 WRG Vietnam partnership feeding into the result matrix.
  • Focal point and representative of 2030 WRG Vietnam towards government, private sector civil society and (international) donors.
  • Focal point and representative of 2030 WRG Vietnam within World Bank Group.
  • Engage and lead active dialogues with existing and potential partners – including the organization of events and meetings.
  • Lead partnership coordination by facilitating multi-stakeholder meetings and support development of work streams.
  • Catalyze funds to build coalitions around key initiatives focusing on water resources management.
  • Represent 2030 WRG in various multi-disciplinary or water focused fora or networking events locally, regionally and internationally.
  • Lead overall communication of the team with external partners and internal task teams.
  • Participate in procurement of services to enhance the work of the 2030 WRG as a user of service.
  • Manage media relations and publicity work in Vietnam to promote the 2030 WRG.

IV. CONTRACT

After a probation period for four months, the Country Lead will be hired for maximum of 150 days until June 30th, 2019 with a possibility for extension.

V. QUALIFICATION

The qualification of the Country Lead shall be the following:

  • Advanced degree in Economics, Business Management, Engineering or Environmental Science;
  • At least 10 years of experience in program management or business development in multi-stakeholder environment, of which at least 2 years should be international experience;
  • Experience in working with, having knowledge of and relationships with stakeholders (i.e. networks across public sector, private sector and civil society) in Vietnam;
  • Excellent understanding of Vietnamese government policy and regulations as well as the overall features of the Vietnamese/ regional private sector are highly desired;
  • Experience working with and managing consultants;
  • Entrepreneurial attitude with ability to identify and develop new opportunities outside of immediate scope of work;
  • Results oriented, and ability to monitor and report on a project cycle basis;
  • Strong interpersonal skills and ability to develop and maintain effective relations within internal and external stakeholders;
  • Excellent organizational, team player, multi-tasking skills with strong sense of initiative and responsibility;
  • Excellent written and presentation skills;
  • Strong negotiation skills;
  • Fluency in English and Vietnamese.

VI. COMPETENCIES:

  • Policy Dialogue Skills - Anticipates needs and requests in the field and conducts independent policy discussions on subjects such as climate change and resilience/adaptation with Integrative Skills - Understands relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
  • Water Policy and Strategy – Good understanding of water policies and strategies and their role in delivering outcomes to end users/customers.
  • Water Institutions – Good understanding of water resources management sector institutions and how they are best organized to deliver services to end users in a sustainable manner.
  • Water Resources Management - Extensive experience in water resources planning, management and development, with depth in at least one subtopic; ability to mitigate risk or overcome difficult challenges and provide policy-related decisions and advice.
  • Deliver Results for Clients - Achieves results and identifies mission-driven solutions for the client.
  • Collaborate Within Teams and Across Boundaries - Initiates collaboration across boundaries and broadly across Global Practices and the World Bank Group (WBG), and brings differing ideas into the forefront.
  • Create, Apply and Share Knowledge - Creates, applies and shares knowledge from across and outside WBG to strengthen internal and/or external client solutions.
