Job title: Data Management Specialist
Job description:
Main responsibilities:
Job purpose: To coordinate the collection, maintenance, analysis and distribution of various types of Monitoring, Evaluation and Research (MER) information from all Country Programmes to produce regular management and donor reports.

1. General Responsibilities
-  Assumes general responsibility for the collecting, cleaning, processing, and distribution of programme related data
- Consults with various programme staff and management concerning the key data requirements, and aids in providing feedback information to them
- Provides assistance in the preparation of special analyses and reports to the management
- Recommends and implements new operating methods to improve data flow, collection, cleaning, processing and distribution
- Recommends and implements new standards and procedures for administrative information
- Assists in the design, development and implementation of web-based database and information systems for use by programme staff and management
- Performs related work as required.

2. Management Information System (MIS)
- Take lead role in the development, pilot, roll-out and subsequent improvement of the MIS
- Coordinate with M&E Specialist to include the information from Country Strategic Plan into MIS
- Coordinate with relevant Programme staff to collect and verify regular monitoring information before including in the MIS
- Train staff from Country Office (PU) and Program Units (PU) on updating and retrieving information on MIS
- Generate regular management reports
- Coordinate with finance and grants department on relevant tasks

3. Management of Program/Project Planning and Monitoring Software (PPM)
- Training and provide support to staff on use of PPM
- Supporting development of project documents
- Generating regular management reports
- Link relevant MIS data directly to PPM to avoid dual reporting by programme staff
- Install and upgrade the system and trouble shooting the system related issues
- Ensure data consistency across the corporate and in-house systems

4. Basic Data Collection
- Coordinate with relevant staff the collection of agreed Basic Data from all districts Plan works
- Improve the guidelines for Basic Data Collection exercise based on lessons from previous cycle
- Undertake the cleaning of the collection Basic data information with relevant field staff
- Analysis of the collected data from present and previous years for any issues, emerging trends, etc.
- Generate simple management reports based on the analysis

5. Knowledge Sharing Platform (KSP)
- Design and maintain the Knowledge Sharing Platform (through structure and documentation)
- Orienting staff at CO and PU level on the use of KSP
- Proactively supporting programme staff to upload/repackaging relevant document on the KSP
- Provide regular key information updates and any new features to all staff on the KSP
- Track the monthly use of KSP
- Oversee the programme relevant information on local server.

Qualifications:
- University graduate in Information Management, Information Technology, Economics, Social Sciences, Public Finance, Planning or relevant fields.

Experience:
1. At least three years of proven experience with:
- Computerized information system including the operation and maintenance of database files (VBA at least based on MS Excel and MS Access)
- Web-based information sharing / management systems (like SharePoint)

2. She/He must also have:
- Some knowledge in the use of data processing software
- Ability to interpret computer terminology, data, standards, and instructions and relate information to the particular system
- Willingness to undertake field visits and interact with different team members
- Ability to establish and maintain effective working relations with co-workers
- Strong organizational skills
- Commitment to service and client-oriented

3. Desirable:
- Experience in working with International NGO’s
- Monitoring and Evaluation system design
- Experience in MS-SQL or MySQL
- Experience in web-based application development
- Experience in GIS application
