Introduction
The Intergenerational Deaf Education Outreach Project is implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) through four years (July 2011 – June 2015) in the four provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The overall objectives of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services.
The project is funded by Japanese Social Development Fund (JSDF Grant No. TF099058), a trust fund managed by the World Bank (WB). The total grant is USD 2,798,270.

The project has five components:
(1) Demonstrating (joint family-institution pre-school education for deaf children, and essential knowledge base)
(2) Developing professional human resources for pre-school deaf education
(3) Building capacity and partnerships for the deaf communities and raising awareness for general public
(4) Monitoring and evaluation
(5) Project management

The position of Deaf Club Capacity Building Coordinator is under component (3).
This component focuses on creating partnership between deaf communities, families, and educators. As up to 90,000 deaf people live in Vietnam, the presence of signing people can be a boon to parents and educators, especially in remote areas. The IDEO recognizes the practicality of their current capacity to carry out program activities, and this component will prepare and enable deaf organizations to effectively handle key activities related to expanding participation in supporting deaf children's life opportunities.  Through this component, the capacity and motivation of deaf people to contribute to human and social development in Vietnam will be demonstrated.  Furthermore, the deaf organizations will gain valuable lessons and experience in program development and operations, which will serve them well as they seek to establish a national association of deaf people.

Job Summary:
The Deaf Club Capacity Building Coordinator is responsible for (i) coordinating activities within the component in all project sites; (ii) providing monitoring and supervision over capacity building process; (iii) collaborating with stakeholders involved in this component including the organizations of people with disabilities (PWD) to ensure the successful implementation of the component’s activities and the participation of the deaf communities.

Main responsibilities:
In liason with PWD’s organizations and Deaf Clubs, carry out the implementation of Deaf Club capacity building activities according to the scheduled plan;
Organize family fun-day events, program planning and management training for deaf leaders, deaf leader meetings and other hands-on training for deaf clubs etc.;
Disseminate lessons learned and advocating for more responsive and adapted approaches in preschool education for deaf children.
Provide supervision for the project component’s  activities in all project sites;
- Monitor to ensure that project expenditures under this component are in accordance with approved budget;
- ?Review, evaluate and analyze project component progress and achievement against objectives and indicators and recommend necessary adjustments.
- Prepare the project component’s reports as required.  ?

General accountability
- Comply with World Concern’s Child Protection Policy to ensure maximum protection for children.
- ?Comply with policies/regulations of World Concern, government and donors as needed.

Qualifications and experiences
Vietnamese national with university degree in education, social sciences or a related discipline and/or equal expertise and experience in community development;
At least 5 years of relevant working experience that includes demonstrated technical and management capacity;
Experience in networking and capacity building for disadvantaged groups including Deaf communities in Vietnam is a key requirement;
Considerable understanding of Deaf culture; Ability to use sign language to  communicate with the deaf;
Ability to speak and write in English;
Experience in working with government partners at different levels;
Committed to work with, serve and learn from disadvantaged people;
Mature, able to lead and take on high level of responsibility; Ability to work independently and as a team member;
High degree of interpersonal skills;
Motivated and hard working, ability to work under pressure and meet deadlines;
Good computer skills;

Duration:
This appointment is for 48 months on full-time basis.
The contract starts with 12 months, with possibility for extension.
