Deputy Chief of Party

JSI is seeking a dynamic, competent and highly motivated person to provide general management and technical assistance to a public health project based in Vietnam and to directly supervise technical assistance providers including HIV & AIDS and M&E Specialists. This project aims to strengthen the role of Civil Society Organization’s in Vietnam’s national HIV/AIDS response.

Job Summary:
The position will report to the Chief of Party. The position will be based in Vietnam. Responsibilities include:
- Serves as a senior member of the JSI team responsible for the provision of technical assistance to partners;
- Supervise technical staff based in Vietnam;
- Constructs and coordinate the technical assistance visits to partners and CSOs;
- Delegate the responsibilities among staff for responding to partners’ ongoing TA requests and short term technical assistance needs;
-  Manages and maintains monthly and quarterly technical assistance plans for the project
- Supervises review of partner documents (annual work plans, semi-annual reports, PEPFAR country operational plans / reports etc);
- Participates in the development of project annual work plans and semi-annual reports;
- Contributes to project strategic planning;
- Manages project monitoring and evaluation efforts and the project’s performance monitoring plan;
- Supervises the logistics of project trainings and retreats;
- Represents project in meetings as required;
- Provides direct technical assistance to partners as required; and
- Serves as Acting Chief of Party as needed.

Qualifications and Expertise:
- Strong managerial, organizational, supervisory and problem solving skills;
- Professional experience with health programs funded by USAID. Experience with HIV & AIDS programming and with PEPFAR funded USAID;
- Experience in the provision of technical assistance and capacity building support to non-governmental organizations;
- Solid understanding of USAID policies and regulations;
- Fluent in English and Vietnamese.
- Advanced degree in public health, management, public policy, business or related fields or significant project management experience;
- Experience in the design and implementation of routine monitoring and evaluation systems, preferably in HIV.
- Technical expertise in one or more programs areas;
- Over five years of management experience overseas (preferably in more than one country);
- Knowledge of or ability to quickly grasp, JSI management and quality assurance systems;
- Strong interpersonal and communication skills; and
- Ability to communicate (written and oral) in both English and Vietnamese.
- Willingness to work and travel internationally and throughout Vietnam.
