JOB DESCRIPTION/ SCOPE OF WORK

TITLE: Deputy Chief of Party

Chemonics International seeks applications for a long-term, full time Deputy Chief of Party for the USAID-funded Vietnam Action Against Plastic Pollution (VAAPP) activity. This activity aims to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as promoting the creation and implementation of data-driven policies, enhancing knowledge sharing and learning across stakeholders, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments and communities to manage waste at its source and prevent plastic pollution reaching our oceans. The Deputy Chief of Party will support the Chief of Party in managing all technical and operations aspects to successfully implement project activities in Vietnam, and he/she will report directly to the Chief of Party.

We are looking for individuals who have a passion for making a difference in the lives of people around the world. The position will be based in Hanoi and/or Ho Chi Minh City.

Principal Duties and Responsibilities

  • Supports the Chief of Party in providing leadership of the Activity’s management and technical implementation and ensures successful achievement of results as defined in the award
  • Serves as an on-the-ground broker, supporting linkages between public and private sector actors
  • Oversees rollout of community engagement initiatives aimed at fostering relationships under EPR schemes and community engagement for fostering locally led ISWM systems
  • Directly supervises the four consortium partners, providing cohesive linkages for collective results and ensuring coordination and synergies across objectives
  • Promotes knowledge sharing of best practices between USAID, consortium partners, and EPR actors
  • Manages overall day-to-day operations and performance in Ho Chi Minh City office
  • Directly supervises private sector engagement and partnerships lead, community engagement lead, sustainable finance specialist, and consortium partners

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the minimum required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Advanced degree in natural resource management, business, administration, or another related field
  • Minimum of eight years of experience in waste management, service delivery, or market development
  • Minimum of five years of exceptional experience leading international donor-supported programs
  • Demonstrated ability to network with government, private sector, or nongovernmental entities in Vietnam
  • Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders;
  • Demonstrated ability to work productively within a team;
  • Possess excellent organizational and multi-tasking skills;
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment;
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications;
  • Fluency in Vietnamese and English
