DEPUTY CHIEF OF PARTY (DCOP)

Background:

Chemonics international is seeking an experienced professional to serve as Deputy Chief of Party (technical) for a two-year (24 month) assignment assisting three Vietnamese university systems to achieve significant gains in institutional governance and management, teaching and learning – especially online and blended learning, student satisfaction, research, and private sector engagement. Reporting to the Project Director (Chief of Party), the Deputy Chief of Party will serve as the senior manager for delivery of technical assistance with day-to-day responsibility for all aspects of the program.

Responsibilities:

  • Developing/finalizing workplans for three tailored technical assistance programs for three Vietnamese university systems and managing the on-time implementation of these workplans
  • Serving as the primary liaison between the project and high-level leadership of the three university systems as well as ensuring engagement and availability of key line managers in each university for technical assistance
  • Drafting and budgeting consultant scopes of work for technical assistance tasks
  • Hiring and supervising three staff members who will coordinate delivery of technical assistance
  • Identifying, hiring and supervising expert consultants to deliver technical assistance
  • Liaising with, supervising, and monitoring Vietnamese and international consultants/experts, subcontractors, and other partners to maximize program results
  • Overseeing, collaborating with, and monitoring one Vietnam-based major international subcontractor and collaborating with a US-based major subcontractor to identify appropriate technical assistance resources
  • Scoping, procuring, and negotiating additional subcontracts and consultant/expert agreements to be awarded during the program
  • Managing the activity budget and ensuring on-time and within-budget completion
  • Collaborating with the Project Director (Chief of Party) to ensure problems and challenges are anticipated and addressed
  • Serving as a primary liaison with USAID on activities, outcomes and programmatic progress and decision-making, in collaboration with the chief of party
  • Providing inputs to and reviewing all deliverables, including weekly, quarterly and annual reporting, for quality, accuracy, and completeness in accordance with relevant contractual reporting requirements
  • Ensures integration of cross-cutting principles into all activity programming, including gender, equity, and social inclusion
  • Other tasks and responsibilities required for successful completion of the program

Skills and Qualifications:

The ideal candidate has significant hands-on experience working with Vietnamese universities and systems including with high-level administrators, significant project and/or institutional management experience, possesses an orientation towards innovation and tailored solution development, and excellent communication skills to manage complex assignments with international partners.

Professional Experience:

  • 10 years of progressively responsible experience in Vietnamese Higher Education managing a higher education institution or institutional development, capacity development, or related programs or initiatives.
  • Experience in management consulting or international development programs focused on university/higher education will count towards this requirement for otherwise qualified candidates.
  • Proven leadership in the design, management, and implementation of programs of similar scale, scope and complexity
  • Demonstrated knowledge and experience of the Vietnamese higher education sector required. Strong existing network with relevant Activity stakeholders preferred
  • Supervisory experience required. At least 6 years experience managing teams of 5 or more staff or project team members.

Education:

  • Masters degree in education or a related field, or equivalent required. PhD strongly preferred

Language Proficiency:

  • Professional fluency in Vietnamese and English required.

Other Skills and Attributes:

  • Proven ability to communicate and collaborate effectively with a broad range of partners, and strong facilitation and negotiation skills
  • Demonstrated leadership, versatility, and integrity
