Deputy Chief of Party

The United States Agency for International Development (USAID) Pathways for Participation Project (USAID Pathways) is a five-year cooperative agreement (October 1, 2011, through September 30, 2016) funded by USAID through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and implemented by RTI International and Care International in Vietnam. USAID Pathways aims to increase the capacity of local non-government (NGO) and community based  organizations (CBOs) working with most-at-risk populations (MARPs), and people living with HIV (PLHIV) to deliver effective HIV services and to engage in programming, decision-making, and policy and advocacy efforts in response to the HIV epidemic. The project supports NGOs and CBOs to contribute to the Government of Vietnam’s (GVN) National Strategic Plan for HIV/AIDS.

The projects works the nine priority provinces (An Giang, Can Tho, Dien Bien, Hai Phong, Hanoi, Ho Chi Minh City (HCMC), Lao Cai, Nghe An, and Quang Ninh) and at the national level, as appropriate. The main project office is located in Hanoi (with 15 staff) and a small satellite office is in Ho Chi Minh City (2 staff).

The Deputy Chief of Party position is based in Hanoi, Vietnam and will report to and support the Chief of Party (COP). Candidates with experience working in Vietnam and knowledge of the HIV field and people living with or affected by HIV are especially invited to apply.

Responsibilities:
- Provide technical and managerial leadership to the project under direction of the COP. 
- Under direction from the COP, support daily coordination with the Government of Vietnam (GVN), PLPs, NGOs and CBOs  and other stakeholders.
- Work with the COP to ensure effective coordination and collaboration with other USG-funded HIV projects, including the USAID-funded SMART TA Project as well as other HIV projects funded by multi/bi-laterals and/or GVN.
- Serve in a lead capacity in work planning and implementation of program activities, including provision and oversight of senior-level technical assistance to local implementing partners, as needed.
- Work closely with the COP throughout the life of the project to increasingly take on greater responsibility and oversight of project activities, management of staff and collaboration with local stakeholders.
- In the absence of the COP, serve as Acting COP and the project’s key representative to USAID, GVN, PLPs, CSOs and other stakeholders including national, provincial, and district/municipal-level AIDS commissions.

Qualifications:
- Masters Degree in Public Health or relevant social science field from an accredited university and at least 12 years’ experience working in global health, including 3-5 years working in HIV with most-at-risk populations (MARPs).
- Minimum of 3 years experience designing and implementing projects focused on providing technical assistance on HIV prevention, care, and treatment for MARPs and/or organizational capacity building in Vietnam.
- Experience designing and implementing innovative approaches to local NGO/CBO sustainability and/or experience with HIV policy/advocacy an asset.
- Proven leadership in the design, management, implementation, monitoring, and evaluation of similarly-sized international donor supported programs, with skills in strategic planning, management, supervision, and budgeting.
- Demonstrated ability to work effectively and collaboratively with USAID, government counterparts, other funding organizations and donors, and public and private cooperating country organizations and institutions.
- Must possess thorough understanding of the public health system, gender, ethnic and other social, economic, institutional, and other factors in Vietnam that may affect implementation of the project or achievement of the project’s results.
- Must have a firm command of prevention, health systems, policy, and other issues related to targeted interventions for HIV service delivery for MARPs.
- Experience with USAID performance management, grants and subcontracts management, and contract reporting requirements is desirable.
- Must possess excellent oral and written communication skills including fluency in English, and strong organizational and interpersonal skills.
