Deputy Chief of Party

Chemonics International seeks a Deputy Chief of Party for a long term position under the USAID-funded Governance for Increased Growth (GIG) program in Vietnam. The GIG program is anticipated to begin in the fall of 2013 with implementation planned for a period of 5 years to enhance governance to facilitate broad based economic growth. Under this program, the five main objectives of GIG are to 1) Increase Trade and Investment 2) Enhance Public Private Partnerships 3) Strengthen Vietnam's Rule of Law 4) Increase the Effectiveness of Public Administration and Financial Management and 5) Expand Greater Social Inclusion for Economic Growth.

Responsibilities and Duties of the Deputy Chief of Party:

* Provide technical and managerial leadership to project teams under the direction of the Chief of Party (COP)
* Act as the main point of contact and Senior Liaison to the Government of Vietnam (GVN) and various stakeholders under direction of the COP
* Provide expert advice to ensure activities are best suited for the Vietnamese context.
* Ability to network and build consensus with high level government officials and various stakeholders within and outside the GVN.
* In the absence of the COP, serve as the acting COP

Required Qualifications: 

* A Graduate degree in Economics, Business, Finance, Trade, Public Policy or a relevant field required; Masters or PhD a plus
* At least 8 years experience working with the GNV, USG Agencies,  private sector stakeholders, multilateral institutions (WTO, ASEAN, APEC), and/or other donors.
* Strong management experience in leading technical teams to achieve cross cutting goals
* Deep understanding of GVN's policies and regulations pertaining to trade and economic development, experience in the policy formation process, identifying impediments to policy implementation and how best to navigate within the GVN.
* Fluency in both Vietnamese and English
* Vietnamese National
