RTI International is seeking qualified applicants for the following positions to support an upcoming, 5-year USAID-funded Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam Project”.  The Project will focus on: building the capacity of Local Capacity Building Lead Agency/ies (LCBLAs) to be capacity building  providers; strengthening organizational, technical and leadership capacity of civil society organizations (CSOs); implementation of effective community-based HIV interventions and services to reduce risk behavior and increase quality of life; advocacy to support the value of civil society’s role in the national HIV/AIDS response; strengthening the ability of CSOs to influence HIV policies and programming.

Positions listed below will be based in Hanoi, Vietnam. Candidates with experience working in Vietnam and knowledge of the HIV field and people living with or affected by HIV are especially invited to apply.  Strong oral and written communication skills in English and Vietnamese; excellent interpersonal skills and computer skills are required for all positions.

1. Deputy Chief of Party – Applicants must have a minimum of 12 years of experience working in international health, including 5 years experience designing and implementing projects focused on providing technical assistance on HIV prevention, care, and treatment for MARPs and/or organizational capacity building in Vietnam.  Experience designing and implementing innovative approaches to local CSO sustainability in Vietnam and experience with HIV policy/advocacy highly desired.  Experience with USAID performance management, grants and subcontracts management, and contract reporting requirements is desirable. Minimum of Masters Degree in Public Health or related field required.

2. Senior Technical Managers - Applicants must have a minimum of 12 years of relevant, progressive field experience in implementing HIV programs and at least 5 years’ experience designing and implementing projects focused on providing technical assistance on HIV prevention, care, and treatment for populations at risk and affected by HIV and AIDS and organizational capacity building in Vietnam; demonstrated knowledge, understanding of HIV CSOs, and long term sustainability of networks and the HIV NGO sector in Vietnam; firm command of prevention, health systems, policy, and other issues related to service delivery for populations at risk and affected by HIV. Masters Degree in Public Health, Health Policy, Social Science or related field required.

3. Senior Finance & Administration Manager - Applicants must have a minimum of 9 years’ experience in financial management of international donor-funded projects including USAID-funded projects; demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management; significant knowledge of USAID rules and regulations. Minimum of Masters Degree in Business Administration or related field required.

4. Grants Manager - Applicants must have 3-6 years’ experience in financial/administrative management; knowledge and skills in monitoring and evaluation of HIV and capacity building for AIDS-servicing NGOs is desirable; prior experience building financial, administrative capacity of CSOs is highly desired; significant knowledge of USAID rules and regulations. Minimum of Bachelors Degree in Business Administration or related field required.

5. Monitoring & Evaluation (M&E) Officer -  Applicants must have a minimum of 3 years’ experience designing and managing program activities focused on monitoring and evaluation of civil society organizations; knowledge and skills indicators for HIV service delivery for most-at-risk populations, M&E of HIV and organizational capacity building in Vietnam is highly desirable; solid experience in M&E reporting and building capacity of local partners to conduct monitoring and evaluation of project activities; strong analytical skills. Masters Degree in Public Health, Statistics or related field required.
