Job Description

With support from the Global Fund to fight AIDS, Tuberculosis and Malaria and the United States Agency for International Development (USAID) and in partnership with the National Tuberculosis Program, PATH has expanded its Tuberculosis Control program in Vietnam with two major initiatives. They include implementation and scaling up of a public-private partnership model for Tuberculosis case detection and strengthening of local capacity for advocacy, communication, and social mobilization toward the goal of eliminating Tuberculosis as a public health threat.
PATH seeks a dynamic and experienced national public health professional to assist the leader of its increasingly large and complex portfolio of Tuberculosis Control program and represent PATH to donors, partners and government agencies. Reporting to the TB Program Director, the incumbent will undertake specific responsibilities as follows:
Program Leadership, Management and Oversight
- Assume direct planning, implementation, and management for the USAID project, including supervision of staff working for the project;
- Oversee PATH’s public-private mix (PPM) interventions in Vietnam including strategic support for program objectives, key interventions and evaluation strategies;
- Coordinate with PATH Vietnam finance and administration units to ensure proper program development and implementation support in a timely fashion;
- Coordinate the work plan development and annual budgeting process; ensure prudent management of project funds; coordinate project’s accounting, monitoring, and reporting systems including establishing internal control systems in accordance with PATH’s standard operating procedures;
- Represent PATH to donors, partners, and government agencies and oversee coordination activities with the National Tuberculosis Program;
- Support the TB Program Director in managing all donor-related compliance matters ensuring that project teams achieve project goals and objectives according to donor expectations and within approved project budgets;
- Work with program staff in charge of different technical areas, i.e., PPM, ACSM, M&E and research, program support to identify issues/challenges and develop strategies for effective implementation of work plan activities;
- Coordinate preparation of required reports to Headquarters, donors and the government.
PATH Representation
- Serve as acting TB program director as requested;
- Represent PATH on national working groups and task forces as appropriate and maintain contacts with other organizations engaged in TB control activities;
- Participate in new business opportunities and activities for PATH including proposal writing.
Required Skills
- Demonstrated success in leadership and management;
- Proven skills in team management and staff development; implementation of performance management systems and ability to give and receive constructive feedback;
- Demonstrated success in program design, implementation and delivery, and monitoring and evaluation;
- Understanding of public health landscape and health systems in Vietnam and technical and managerial expertise ideally with infectious/communicable disease programs;
- Ability to facilitate decision-making processes and to work as part of a team, in a fast-paced, consensus-oriented environment and to build constructive alliances internally and externally;
- Highly proficient in English with excellent writing, speaking and interpersonal communications skills. Experience serving on a leadership/senior management team, influencing and collaborating to help guide and shape strategic and policy direction and decisions;
- Demonstrated proficiency in the use of MS Office Suite or comparable professional software package—specific competence in the use of work processing, presentation, email and calendaring software required;
- Available for up to 30% travel domestically and internationally.
Required Experience
Advanced degree in public health or medicine and a minimum of seven years’ experience successfully managing a complex multi-site public health project and staff, including at least two years in a supervisory role. Experience working in close collaboration with and/or managing a national infectious disease/communicable disease public health program is highly desirable. Demonstrated experience in financial accountability, administration, human resources, and operations. Experience with USAID and/or TB programming a plus.
