Position Title: Deputy Program Director (DPD)

Position Description: As a long-term position, the DPD assists the Program Director in overseeing the three primary programmatic areas of the USAID Governance for Inclusive Growth (GIG) Project (the Program):

  • Component 1: Improving legal and regulatory frameworks through a dynamic, inclusive policy-making process;
  • Component 2: Improving accountability of public institutions; and
  • Component 3: Improving public outreach and public policy reporting; grants to catalyze systemic engagement of civil society organizations (CSOs) in the reform process.

The DPD supports the Program Director to supervise the cross-cutting reforms in training programs, public outreach, communications, and monitoring and evaluation (M&E).  The DPD also coordinates with the Deputy Program Director for Implementation and Grants on management tasks relating to implementation of the programmatic areas of the Program.

Reports to: The DPD reports to the Program Director, who leads the Program.

Main place of work: The Program office is in Hanoi, Vietnam.  Travel is required.

BACKGROUND

The USAID Governance for Inclusive Growth (GIG) Program (the Program) aims to assist Vietnam’s efforts to achieve sustainable and equitable economic growth by working with the Government of Vietnam, its private sector, and civil society organizations to maintain the momentum in expanding market reforms, institutional modernization, and global integration in trade. Further, the Program strives to ensure that growth reaches all segments of Vietnam’s population by implementing targeted initiatives to address the unique challenges faced by historically disadvantaged and vulnerable groups, as well as to empower women.

The Program has five high-level objectives:

1. Increased trade and investment
2. Enhanced private sector competitiveness
3. Strengthened rule of law and judicial effectiveness
4. More effective public administration and financial management
5. Greater social and economic inclusion for all citizens

The Program will provide technical assistance, training, and other direct support to the government, led by the prime program partner, the Ministry of Justice (MOJ), to strengthen policy-making, implementation, oversight, performance management, and other accountability mechanisms. It will promote greater exchange, networking, and sharing of information nationwide within and between the government, private sector, and civil society organizations, including social organizations, research centers and universities. Program activities will include, but not be limited to: providing training programs and workshops, data collection and analyses, public awareness forums and communications campaigns; technical assistance particularly in relation to Vietnam’s commitments under the Trans-Pacific Partnership (TPP); grants to empower and increase economic participation of women, ethnic minorities, and other vulnerable groups; and facilitation of innovative partnerships with the business community.

The Expected Results (ERs) of the program are:

  • ER 1: A clear and transparent legal and regulatory framework
  • ER 2: Improved accountability of public institutions
  • ER 3: Improved inclusion and expanded opportunities for vulnerable populations

INDICATIVE RESPONSIBILITIES OF THE POSITION

The DPD will oversee program coordination of the three Expected Results Areas and program representation as assigned by the Program Director.

The DPD will ensure close collaborative relationships with the Program’s counterparts including, but not limited to, the Ministry of Justice (MOJ), Ministry of Industry and Trade (MOIT), Ministry of Planning and Investment (MPI), Ministry of Finance (MOF), State Auditor (SAV), and the National Assembly (NA). The DPD will support planning, coordination, and delivery of programs, and keep the Program Director, project directors, and USAID advised of all challenges, opportunities, and successes.

The DPD will at all times adhere to and act according to the Chemonics Professional Code of Conduct (“Living Our Values”), and will make the code a part of the Program’s culture and practices.

In the Program Director’s absence, the DPD may serve as Acting Program Director. In such capacity, the DPD will communicate with, and report to, USAID representatives regularly on progress of the Program, and to the Chemonics field office and home office on matters relating to the contract, fielding of consultants, and implementation.

The DPD will undertake or assume responsibilities for other tasks as specified or delegated by the Program Director.

Program technical assistance

In coordination with the Program Director and Deputy Program Director for Implementation and Grants, the DPD will support the technical directors in developing suitable, consistent, and complementary Direct Technical Assistance (DTA) activities and scopes of work for local and expatriate consultants, subcontractors, and grantees, and in  reviewing technical proposals. The DPD will advise the Program Director and Deputy Director for Implementation and Grants on the quality or work and deliverables subcontractors and grantees to help the Program ensure that they meet all technical requirements. The DPD will participate in meetings with counterparts, partner institutions, USAID, and others as necessary in cooperation with the Program Director, technical directors, staff, subcontractors, and/or grantees.

In consultation with USAID, Chemonics’ home office, the Program Director, the monitoring and evaluation (M&E) team, and other staff, the DPD will contribute to the contractor performance plan (CPP). The CPP will include:

  • Indicators establishing tangible measures of quantitative and qualitative achievement over the duration of the activity, as well as data sources. The CPP will be tied to USAID/Vietnam’s Country Development Cooperation Strategy (CDCS) and specific program results suggested in the USAID contract.
  • Quarterly collection of data for performance indicators, and use of such data to monitor progress in meeting targets and reporting on performance monitoring;
  • Creation of a database for tracking performance against the work plan of technical activities, consultants, performance, subcontracts, grants, and other types of support offered by the contractor.

Under the Program Director’s direction, and working closely with the program’s counterparts, technical directors, USAID, and the Chemonics home office, the DPD will support coordination and development of annual work plans according to contract specifications, which formulate annual program activities, deliverables, and budget needs in accordance with the USAID annual planning cycle.

The DPD may be requested by the Program Director to draft, write, edit, and rewrite various program reports and deliverables.

The DPD will provide technical assistance to the program as directed by the Program Director, including leading assessment trips, training programs, and other technical assignments.

Personnel management and technical supervision

The DPD will directly supervise and coordinate with the technical teams, in coordination with the Deputy Program Director for Implementation and Grants, M&E team, and public outreach and communications team.

The DPD, in cooperation with the Program Director, will motivate staff to perform effectively toward achieving program objectives through effective communication, team building, incentives, and responsiveness.

The DPD will mirror the Program Director in communicating clear expectations to program staff and establishing an operating climate on the program that encourages integrity, honesty, open communications, and commitment to compliance with the laws and regulations governing Vietnam and USAID, as well as the policies and procedures of Chemonics.

PLACES OF WORK

The main place of work will be Hanoi, Vietnam. Travel inside the country is expected as required by program activities. Work and travel will be in compliance with the policies and procedures of the Program.

COST ALLOCATION

The cost of this position will be charged in evenly in across each of the three programmatic
Expected Results. Funding is available for the position and will not require an increase to the total contract ceiling.

QUALIFICATIONS AND KEY COMPETENCIES

The DPD should:

  • Be able to act as a senior liaison to the Government of Vietnam (GVN), business community, civil society, and other Vietnamese stakeholders
  • Ensure that all activities are effectively implemented in the Vietnamese context
  • Support reforms in GVN policies and regulations, the broader context of policy-making processes, and government decision-making
  • Provide research and analysis, and advocate for inclusive growth issues
  • Possess demonstrated ability to develop alliances and partnerships with relevant groups, organizations, agencies, public and private businesses, and civil society organizations
  • Have experience leading donor-funded projects/programs, business, or a government office

EDUCATION AND EXPERIENCES

  • Bachelor’s degree required. Master’s degree preferred.
  • Minimum of 12 years of experience managing projects, or business, or a government office.  USAID experience is preferred.  Experience is also preferred managing programs relating to promoting inclusive growth, gender equality, policy advocacy, poverty alleviation, good governance, public accountability and transparency, and/or private/public partnerships. Proven leadership and management skills
  • Fluent written and spoken English and Vietnamese required
