Position Outline:

CowaterSogema International is recruiting a VietnameseDeputyProject Director for a Banking Regulation and Supervision Support Project currently underway in Vietnam. The position will be based in Hanoi, Vietnam and will be responsible for working closely and in a complimentary fashion with the Field Project Director to effectively manage the project and maintain an effective relationship with the projects key counterparts.

Key Responsibilities:

  • Work with Field Project Director to oversee and manage project personnel and operations;

  • Contribute to the development of annual work plans, budgets and ensure effective coordination, implementation and monitoring of approved project activities

  • Contribute to timely and accurate preparation of progress reports using results based management approaches

  • In tandem with the Field Project Director, oversee, administer, supervise and manage performance of all project staff

  • Assist the Field Project Director in tracking project sub-activities including the coordination and sequencing of their delivery

  • Assist the Field Project Director in complying with all contractual matters and applicable Vietnamese laws and regulations

  • Liaise with and maintain good working relations with the Vietnamese Project Management Unit representatives, including from the State of Vietnam, and other government partners

  • Act as liaison between the SBV’s Core Implementation Group and project staff

  • Provide support to the Field Project Director in identifying, mobilizing and contracting technical specialists, consultants and local staff in Vietnam

  • Provide other project managerial and administrative support, as needed

  • Assist with synthesizing and disseminating lessons learned and best practices and contribute to project reports, brochures, newsletters, summaries, presentations, evaluations and other materials;

  • Maintain current knowledge of banking reform issues and development in Vietnam and Southeast Asia as well as general trends in the international community regarding banking supervision principles

Required Skills, Knowledge and Experience:

The Vietnamese Deputy Project Director will have the following skills, knowledge and experience:

  • At least a Bachelor degree, ideally a combination of Bachelor and a Master’s degree (graduate level) in a relevant discipline such as business administration, commerce, finance, accounting, or social sciences

  • Minimum of 5 years of experience in a financial regulatory environment, ideally 8 years of more

  • Minimum of 5 years of experience managing large (+$5 million), multi-year projects demonstrating experience in areas such as office administration, personnel management, or procurement using international best practices

  • Experience leading multidisciplinary teams of experts, preferably in the financial sector context

  • Demonstrated knowledge and application of performance-based management procedures, such as results-based management (RBM);

  • Experience managing institutional capacity development project

  • Professional fluency in English and Vietnamese (writing, reading and speaking).
