WORK CONTEXT/BACKGROUND
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY16) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 450 staff, of which 99% are Vietnamese nationals.
Currently, World Vision Vietnam is implementing 40 Area Development Programmes (ADPs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Central & Highlands (Quang Tri, Quang Nam – Danang, DakNong) and South (Quang Ngai, Binh Thuan, Ho Chi Minh). WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that ADP team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the ADPs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both ADP and non-ADP areas.
EVAC’s Project Goal: Vulnerable children and youth (girls and boys of 12-24 years) are cared for and protected from child trafficking, abuse, neglect, exploitation, and all other forms of violence, within supportive families and communities.
- Outcome 1: Children and youth, especially the most vulnerable, are empowered with the skills and knowledge to reduce their personal risk to trafficking and related forms of violence.
- Outcome 2: Families and caregivers are provided with access to adequate and appropriate services in order to care for and protect their children.
- Outcome 3: Communities are strengthened and working together to create a safe and protective environment for all children.
- Outcome 4: Systemic barriers are reduced to addressing violence against children, including trafficking.
The project will be integrated in Van Chan, Luc Yen, Muong Cha and Tuan Giao ADPs. There are one Manager, one Coordinator, one DME Officer and one Financial Officer who are based at the national office and 4 Project Officers who are based at ADP level.
PURPOSE OF THE POSITION
This position will provide technical support to project manager in maintaining an effective DME system, build capacity for project staff and local partners on DME, and document promising practices of the project for advocacy. This position also supports the project manager in implementing the outcome 4 of the project.
MAIN RESPONSIBILITY
I. Project design, monitoring and evaluation (DME)
- Support the project manager in working with SO/consultant(s) to complete the baseline survey
- Based on the results of the baseline survey, facilitate and complete the targets for all indicators of the project
- Develop/contextualize tools for measuring indicators.
- Assist the project manager in designing and establishing program and project M&E plan and Monitoring System in alignment with LEAP;
- Assist project manager to organize trainings/workshops for staff and Project stakeholders to introduce the DME system and management information system
- Assist project officers and local partners to collect and analyze monitoring data using the logframe and WVV’s standardized monitoring tools
- Assist the project manager in preparing and ensuring monthly, LEAP aligned mid-year and annual reports are used by the team and partners for follow-up actions
- Assist the EVAC manager in managing/updating Horizon 3.0
- Assist the project manager and POs to establish a regular reflections with the community and partners for the application of monitoring results for decision-making;
- Document promising practices and share with other staff/other when appropriate.
II. Coordination for the implementation of outcome 4 “Systemic barriers are reduced to addressing violence against children, including trafficking”.
- Assistance is provided to the Project Manager in design, implementation and review by developing and ensuring quality, realistic plans of action, budgeting, monitoring and evaluation of outcome 4.
- Assistance is provided to the Project Manager in ensuring high quality, accurate, and timely reports as required, including narrative progressive reports and financial report.
- Assistance is provided to the Project Manager in establishing effective partnerships with selected government ministries, UN agencies, NGOs
- WVV’s activities on EVAC are promoted through networking meetings, workshops, forums, lobbying meetings for decision makers
- World Vision is known as an EVAC actor and engaged with government EVAC task forces for policy implementation and development at national level.
- EVAC advocacy trainings are conducted for targeted staff and children; and advocacy skills are applied accordingly.
- Assistance is provided to the Project Manager in building relationships, documentation of lessons learned, and implementation of activities to support dialogue and learning of approaches to anti-trafficking.
- Network relationship with key anti trafficking actors, including UNIAP, key NGO and government partners is maintained for sharing information and joint advocacy initiatives
- Assistance is provided to the Project Manager in providing effective coordination, support and networking with/ between implementing partners, which include WV East Asia Regional Office (APRO), WV National Offices in Myanmar, Cambodia, WV Support Offices (SOs), WVV ADPs.
JOB REQUIREMENT
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Bachelor degree in relevant disciplines like Community Development, Statistical Related Fields
- Experience in working in the area of community development and/or with non-governmental organization.
- Experience of and demonstrated ability to effectively network with a diverse range of multi-lateral, and government bodies;
- Experience in monitoring and evaluating projects and ensuring that recommendations are implemented.
- Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes.
- Ability to communicate and relate effectively with a diverse range of people (i.e. project beneficiaries, Government officials, project partners, WVV staff).
- Demonstrated ability to coach, mentor and motivate staff and partners.
- Good reading and report writing skills in English.
