BACKGROUND SNV

Introduction

The project GS1083 - Biogas Program for Animal Husbandry Sector of Vietnam (BP) is implemented by the Biogas Project Division, a unit of Livestock Production Department under the Ministry of Agriculture and Rural Development (MARD) in partnership with the SNV Netherlands Development Organization (SNV) and GIZ/Energizing Development (EnDev). Nexus for Development facilitates the carbon development processes and acts as broker of the carbon credits for BP.

Overall objectives of BP are (i) effectively exploiting biogas technology and developing a commercially viable biogas sector in Vietnam; and (ii) contributing to rural development and environmental protection via provision of clean and affordable energy to rural households, improvement of community’s sanitation and rural people’s health, creation of jobs for rural labor and reduction of greenhouse gas emissions (GHG).

Through the dissemination of biogas technologies greenhouse gas (GHG) emissions are reduced through the displacement of non-renewable biomass (NRB) and fossil fuel, and by animal waste management system (AWMS), avoiding methane emissions.

Gold Standard

The project was registered on 28 June 2012 under the Gold Standard 2.1 applying the methodology “Technologies and practices to displace decentralized thermal energy consumption version” (TPDDTEC) version 1.0. The first Crediting Period runs from 28/06/2010 to 27/06/2017 and over three previous Monitoring Periods it issued over 2 million credits.

The fourth Monitoring Period (MP4) involves 130,000 biodigesters sold between 01/01/2015 and 30/06/2016 of the ‘KT’ model and is expected to deliver 709,192 tCO2e.

Current project performance

Goal:

SNV is seeking for a Designated Operating Entity (DOE) with to goal to adequately verify the GHG emission reductions in MP4.

Scope of work:

Leading for the scope of work are strict compliance to the UNFCCC’s CDM Validation and Verification Manual (VVM) and GS requirements. These documents also stipulate the procedures to be followed.

This assignment involves desk study, field visit, report writing, review responses and clarifications between the project proponent and Gold Standard till acceptance of the verification report.

SNV and Nexus will provide necessary information regards the data requirements of the dbase and household information and the household survey that supports MP4.

This assignment is required to be finalized before the end of 2019.

Deliverables:

Upon acceptance of the proposal, the DOE is required to submit a detail workplan that will be agreed on by SNV.

The DOE writes up a Draft Verification Report which is submitted to Gold Standard.

The DOE will respond adequately to the questions and comments from Gold Standard on the Draft Verification Report.

The final deliverable is the Final Verification Report submitted to Gold Standard.

Proposal:

DOE’s are invited to submit their proposal before 23 August 2019.

The proposal explains about your capacities in verification of domestic biogas and or the applied methodology TPDDTEC, and CV’s of the team members that will execute the work.

It also includes a technical part explaining proposed activities, timelines and deliverables, and a financial proposal detailing the budget.
