Position Title: Development and Design of Program Database /MIS Consultant
Location: Hanoi
Period of Assignment: Tentatively 40 working days over 4-5 months, starting from April 2018

CowaterSogema is recruiting a Program Database/MIS service provider to assist the Aus4Equality (GREAT) project team in developing and designing a program database to track progress and facilitate monitoring and evaluation of the program activities. The GREAT project is a socio-economic development initiative working in Son La and Lao Cai provinces and funded through the Government of Australia’s Aid Program in Vietnam.

Scope of Services:

Aus4Equality is planning to use Sales source CRM (Customer Relationship Management) technology as its platform. The Aus4Equality team will have recently adopted and received basic training in the use of CRM. The consultant will be required to tailor this platform for the specific requirements of the program.

The consultant will perform the service with assistance of a local consultant which will be recruited right after the start of his assignment as well as will lead, coordinate and supervise the service and outputs delivered by the local consultant through the contract duration. There will be two phases to this consultancy:

• Phase I - Business requirements and tool validation
• Phase 2: User adoption and extension of usage

Deliverables

• A qualified local consultant recruited.
• Strategy Roadmap, including business requirements, key processes and workflows, potential customizations and conceptual data model.
• Prototype of application database.
• Training of Field teams on application database utilization and management
• Implementation of application database into business processes and environment

Required Qualifications of the Consultant

• A minimum of 10 years’ experience in business analysis and defining requirements (business and systems), as well as in application and database design, implementation and roll out to end users
• Ability to identify user needs, business requirements and create/modify business workflows to meet business requirements and strategies
• Understanding of international development projects and practical experience deploying and implementing applications in an international development project environment
• Capability and experience to lead the business and technical design and implementation of a Customer Relationship Management application according to business and system requirements.
• Analytical and Documentation skills, including report presentation and user adoption
• Excellent command of English (verbal and written)
