Terms of Reference
DIGITAL INCLUSION SCOPING SERVICE PROVIDER
Cowater International is seeking qualified service providers to undertake a digital inclusion scoping study to inform a cross-cutting digital inclusion strategy for the planned second phase of GREAT program.
GREAT will use the findings and recommendations in the report to develop the strategy for digital inclusion including Theory of Change and results framework.
The final strategy is likely to both build on and extend on the range of intervention in the first phase.
Specific objectives:
- To provide an overview of digital inclusion in Vietnam.
- identify specific opportunities for GREAT to support digitalisation. It includes to:
- Build the digital literacy of the program target beneficiaries and more broadly in the target provinces of Son La and Lao Cai
- Scale-up e-commerce initiatives for women-led businesses with existing or new market actors
- Accelerate digital transformation by unlocking potential digital technologies for advancing the economic benefits and gender equality for women, particularly ethnic minority women engaged in agriculture and tourism service as well as for enhancing the operation of local businesses.
- To propose strategies for GREAT to promote digital transformation in GREAT 2 to capitalise on these opportunities that will generate the best return on investment.
- Identify preferred partners and existing platforms and initiatives that GREAT can work with to help achieve the Program objectives.

The proposal should include:
- An organisation profile (maximum two pages)
- A concise methodology (maximum six pages)
- CVs of all team members (maximum four pages each)
- Budget
