Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of effective governance and institutions, food security and nutrition, and economic development. Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.

Summary:
Counterpart International is seeking a Director of Civil Society Development for an anticipated capacity building program in Vietnam targeting community-based organizations and HIV service delivery organizations. With direction from the Chief of Party and designated Counterpart HQ staff, the Director of Civil Society Development will be responsible for programmatic oversight of all organizational development (OD), training and capacity building activities to strengthen targeted civil society organizations (CSOs). The Director will serve as the program’s OD/Training Coordinator and will be responsible for maintaining technical excellence in our capacity building activities with CSOs. The Director will oversee all capacity building activities, train and mentor the staff in Counterpart’s latest organizational development methodologies, and foster effective communication between CSO partners.

Qualifications:
- Minimum of eight years of international development experience, including specific technical expertise in OD and CSO strengthening/capacity building including at least three (3) years with an international NGO; experience working with health NGOs in this capacity is a plus.  
- Minimum of three (3) years experience working in Vietnam, or South Asia- pacific with an understanding of the current capacity of CSOs in the region strongly preferred.
- A Master’s Degree in International Development, Organizational Development, Public Administration or a similar field.
- Familiarity with USAID funded projects or those from a similar donor agency highly desired.
- Advanced computer skills, fluent with the Microsoft Office suite.
- Ability to work under pressure, perform and prioritize multiple competing tasks.
- Excellent communication and organizational skills, including public speaking and writing skills in English.
- Excellent cross-cultural skills, ability to work in a diverse, multi-cultural environment, with respect, professionalism and gender sensitivity.
- Excellent English language skills required (written and spoken), fluency in Vietnamese highly preferred.
