countries, and approximately 1,400 full-time employees worldwide. The field operations are managed by two regional offices – Africa and Asia, Middle East, and Europe (AMEE).

The AMEE Region leverages its internal and global expertise to drive transformative and innovative practices that reflect its diverse context. By mobilizing our pre-existing talent within the region and working with our global teams, we take innovation to scale by working alongside the Ministries of Health to reduce health disparities. With potential for expansion, the division currently works across
six hubs in South Asia, South East Asia, China, Eastern Europe, Western Europe and the Middle East.

PATH is seeking to recruit an AMEE Region Director of MEAL. The candidate should have experience in developing and executing MEAL strategies and frameworks and an excellent understanding of evidence building and utilization to inform decision making at the country, sub-regional and regional levels. The Director of MEAL will be responsible to design and roll out a robust MEAL system to support programme decision making and management and optimizing systems for efficiencies, effectiveness, and impact. The Director of MEAL will report to the Chief of AMEE Region and will be part of the AMEE Regional Leadership Team. They will ensure evidence building and utilization for the optimal performance, compliance, and effective program implementation and will work in collaboration with relevant MEAL teams.

This position will be accountable for leading the development, quality assurance and execution of the region’s effort of evidence building and utilization by supervising the coherent MEAL plans aligned with the strategic priorities presented in the Strategy 2025. The Director of MEAL will lead the efforts to design, ensuring continuous process improvement, leading the knowledge management and shared learning for scale and impact with particular focus on country offices. Additionally, this position will be responsible for, optimizing efficiencies, re-engineering processes that support critical operations functions across the region and developing a data driven culture.

Specific duties and responsibilities:

Leadership and management

  • Lead the development of a light touch monitoring, evaluation, adjustment and learning framework and strategy for the region
  • Serve as a member of AMEE leadership and management team and contribute to making data and evidence informed decisions, adjustments, policies, and procedures
  • Seek to find program synergies amongst country offices and identify mechanisms for information and lessons learned sharing
  • Work closely with the relevant hub and country teams to identify talent gaps, build capacity, and develop tools to facilitate MEAL operations
  • Liaise with relevant colleagues at the headquarters, hubs, and country teams to develop standard monitoring and evaluation frameworks and templates

Performance monitoring and reporting

  • Strengthen/support design and implementation of a systematic approach of monitoring and reporting progress on performance measurement framework for strategy, programme, and projects.
  • Provide absolute, percentage and aggregated (especially gender) data sets to monitor performance, gauge quality of delivery and measure performance
  • Monitor, track, and draft reports for internal and external stakeholders with quality, timeliness, and accuracy
  • Work as a focal person for regional data collection, analysis, and synthesis in line with the reporting requirements
  • Strengthen capacity development on MEAL at regional and country levels
  • Provision of empirical evidence for adjustment, learning and change management
  • Provide monitoring data by creating data visualization platforms/dashboards to track progress, help adapt and adjust as well as for learning to do better
  • Work with regional leadership to define and track KPIs for programme and strategy operations and ensure KPIs are on track and are in alignment with strategy milestones.
  • Share the lessons learned with the global health community on transforming knowledge into future success and greater impact.
  • Facilitate learning across AMEE subregions and countries to inform programme management and decision making.
  • Collaborate with global and national strategic partners, as well as PATH MEL staff, to showcase programme learnings generated by PATH supported programs
  • Prepare research reports, white papers and journal publications recommendations and other material as needed.

Required Skills and Experiences:

  • Advanced degree (Masters or PhD) in Economics, Management, Public Administration, public health, or monitoring and evaluation.
  • 10+ years of work experience and proven track record of results and commitment to excellent output.
  • Demonstrated ability to work with diverse teams and individuals with a wide range of professional backgrounds
  • Experience working with a variety of public, private, nonprofit, and grassroots organizational structures.
  • Prior experience of designing and implementing MEAL framework for health programs.
  • Experience of designing and implementing MEAL systems, procedures, and guidelines at National, regional, and global level.
  • Proven ability to lead and motivate teams in a dynamic, multicultural environment.
  • Willingness to travel to different AMEE offices, as needed and work with remote colleagues.
  • Ability to conceive, execute, and lead strategic initiatives, but also high attention to detail and willingness to get his/her hands dirty on the nuts and bolts of running an organization.
  • Experience in a well-run global organization. Familiarity with latest research (in behavioral economics, organizational management, and other fields) on how to develop a best-in-class organization.
  • Strong communication skills (ability to be clear, yet tactful).
  • Ability to navigate people and policy decisions with nuance and discretion.
  • Familiarity with MS Office, and ideally other relevant systems such ERP packages, and Salesforce.
  • Fluency in English (French a plus)
