Our flagship campus will be located in Saigon Hi-Tech Park, in Ho Chi Minh City (District 9). Until phase 1 of campus construction is completed, we are located at Crescent Plaza, Tan Phu, in Ho Chi Minh City (District 7).

Job purpose

The Director of OSP manages activities related to the full lifecycle of sponsored program administration including but not limited to identification of funding sources, proposal submission, and contract negotiation (both financial and non-financial) in the areas of funding provided in the form of grants, cooperative agreements, and contracts from external/internal funding sources (e.g., federal agencies, state agencies, private companies, or foundations). These grants are intended to provide support for research, curriculum development, outreach, and/or service work.

The Director will report to the Provost of Fulbright University Vietnam and will work closely with the COO and Finance Team.

Roles and responsibilities

1. Functional Duties

  • Develop the vision and mission for the department and ensure that it is consistently and effectively integrated into all aspects of the department’s operations.
  • Develop the strategic plan within assigned functional area.
  • Ensure appropriate implementation, monitoring, evaluation, and adjustment to ensure the quality standards are met.
  • Conduct discussions and negotiations with sponsors and partners.
  • Negotiate complex, high level agreements regarding grants on behalf of Fulbright.
  • Cultivate relationships with for profit and non-profit partners.
  • Serve as senior expert and consultant to top management.
  • Work in collaboration with the Finance Department and the COO on an annual basis to ensure that grants align with the programmatic goals of Fulbright. 
  • Work in collaboration with the Finance Department to ensure that the requirements of annual financial audits are followed.
  • Notify and collaborate with FUV USA when pursuing any grants from the government of the United States of America

2. Leadership Duties:

  • Hiring, training, motivating and coaching employees, assessing employee performance and providing helpful feedback and training opportunities.

What we look for

  • Education: Master’s Degree or higher.
  • Experience:
    • 10+ years related experience. At least 3 years in managerial role.
    • Experience in projects funded by The U.S. Department of State and USAID is preferred.
    • Experience in education management, business administration, project management etc.
  • Knowledge, Skills and Abilities:
    • Knowledge in the U.S. Rules and Regulations is a must.
    • Strong knowledge of finance and accounting.
    • Expert knowledge and understanding of not only the federal and foundation funding landscape but also substantial expertise in funding agency requirements as relates to proposal preparation.
    • Expert knowledge of the field of grant proposal writing, sponsored programs, and research administration.
    • Expert knowledge of various government agencies, foundations, and corporate sponsored program requirements.
    • Expert knowledge of the research regulatory environment.
    • Demonstrate ability to be an entrepreneur in developing new sources of sponsorship and grant funding.
    • Demonstrate ability in negotiating contracts and budgets.
    • Demonstrate ability to work independently and to lead a team effectively.
    • Demonstrate ability to relate the University mission to funding goals.
    • Demonstrate ability to set priorities and adjust strategies as needed.
