Project Objective
The Activity supports USAID/Vietnam staff and partners to become more efficient, effective, and transparent in achieving program results through the use of evidence, performance management techniques, and collaborating, learning, and adapting (CLA) practices. The Activity will prioritize (1) the core tasks of the Program Cycle, i.e., design, performance tracking, evaluation, and research, and (2) capacity strengthening for USAID/Vietnam staff and partners.
Background
Over the last 30 years, the U.S. Government has contributed more than $155 million in assistance to persons with disabilities in Vietnam. Since the establishment of the global Leahy War Victims Fund in 1989, the U.S. Agency for International Development (USAID) has worked to increase access to a wide variety of programs benefiting people with disabilities in conflict-affected countries worldwide. In Vietnam, U.S. assistance has addressed medical and social needs, improved disability policies, and reduced physical and social barriers. USAID is currently focused on providing services for persons with significant disabilities in areas heavily sprayed with Agent Orange during the U.S.-Vietnam war. This work contributes to both countries’ efforts to overcome war legacies and strengthen the bilateral partnership.

Purpose of the assignment
Based on your review of the background material (to be provided to qualified candidates) on USAID/NACCET’s disabilities portfolio and your knowledge of disabilities programming in Vietnam and elsewhere, please answer the following questions:
- Results framework:
- Please review the current result framework of INCLUSION. What adjustments do you suggest and why?
- If you were the design team lead, what would you propose as an updated results framework? What is your rationale for your suggestions?
- Social services:
- What should be included in the project design under social services for persons with disabilities and their families?
- Based on best practices, what are the options for a strong logic model to improve social services for persons with disabilities and their families?
- Target populations
- Should USAID and NACCET specifically target certain types of persons with disabilities (severely disabled, children, etc.) for certain intervention areas in your proposed theory of change? Why or why not?
- Graduation/ sustainability
- What is a possible spectrum for sustainability for rehabilitation and social services? (meaning, a range from (1) currently unsustainable without donor assistance, (2) somewhat likely to be sustained, (3) very likely to be sustained, and (4) already sustained, and what would the indicators/ markers for those levels of sustainability be? How can USAID and NACCET know if a province is ready to “graduate” from assistance for either?
Deliverables and Timelines
Deliverables:
Each expert will prepare and deliver a virtual slide-deck presentation that answers the learning questions provided. Answers should be based on the expert’s existing knowledge of Vietnam and disabilities programming in other international contexts. Some light, additional desk research may be necessary.
The slide deck should:
- provide clear answers to the learning questions.
- include references for further reading.
- provide sufficient detail for someone who does not attend the presentation to understand the main points.
The presentation delivered with the slide deck is expected to last no more than 45 minutes with an additional 45 minutes for discussion with the participants.
Each expert will be responsible for providing a draft slide deck ahead of the final slide deck. USAID Learns will consolidate feedback and experts will be responsible for updating their presentation slides based on feedback.

Qualifications
- Have an advanced degree from an accredited university and should have at least 10 years of technical experience in health system strengthening models and/or interventions for persons with disabilities.
- Have a strong understanding of disability issues, rehabilitation, and system strengthening in Vietnam..
- Have a demonstrated understanding of USAID’s work in the disability sector.
- Have extensive experience in designing interventions for systems impact in supporting people with disabilities in Vietnam and/or outside Vietnam.
- Have professional proficiency (writing, speaking, and reading) in English.
