CRS has been supporting program activities in Vietnam since 1994. In partnership with government, civil society and communities, CRS implements programs in 12 provinces/cities in Vietnam. The Vietnam program has a diverse funding base in the sectors of Disabilities, Mine Action (Mine Risk Education and Landmine survivors’ assistance), Disaster Risk Reduction and Climate Change adaptation, and System Strengthening.

Job Summary:

As a member of the “Disability Program”, you will assist in the project planning and implementation by working directly with local partners and community members for the project “Improve Social Inclusion, Health care and Education of children and youth with disabilities through joint actions by local stakeholders and networks” (hereafter called as I-SHINE project) in Quang Nam province. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

Job Responsibilities:

  • Support the project planning and implementation of assigned project activities at the field level (Thang Binh district in Quang Nam province), ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened. This includes project annual and quarterly activity and budget planning; assist partners in preparing project advance and liquidation, data collection, reporting;
  • Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners (parents association, schools, organizations of persons with disabilities, relevant government district departments) in strengthening the community interest, involvement and support networks.
  • Liaise with various community stakeholders in Quang Nam (district people committee, organization of persons with disabilities; parents associations, district departments of health, education, social affairs etc.) and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.
  • In coordination with the project team support capacity building events for community representatives. Monitor and report on project activity implementation at local levels.
  • Assist local partners in compiling data provided at the community level as per project requirements and contribute to the preparation of reports.
  • Assist local partners in following policies and procedures in compliance with relevant donors (Caritas Australia and CRS) at local level including project accountability towards the project beneficiary effectively (including child protection policy).
  • Participate in proposal development and growth for Disability program as assigned by the Program Manager.

Basic qualifications:

  • Bachelor’s degree in fields relating to Community Development and/or Social Sciences
  • Minimum of 3 years of work experience in similar project position. Experience in disability, inclusive education, working to promote the inclusion of children and youth with disabilities, child protection and organization development of DPOs and parent’s association of children with disabilities is preferred.
  • Experience in participatory action planning and community engagement
  • Experience monitoring projects and collecting relevant data preferred
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required Foreign Language

  • Be able to communicate and work on project documents in English

Travel Required:

  • This position is based in Quang Nam or Danang with about 30%-40% travel to project sites in Thang Binh district in Quang Nam.
