District Facilitator

Lux-Development, the Executing Agency for the Bilateral Co-operation Aid as financed by the Grand Duchy of Luxembourg, through its project VIE/035 is supportingthe IFADTam Nong Support Project (TNSP) in Tuyen Quang province by providing complementary technical assistance to Government line agencies, district authorities and the private sector. The TNSP seeks to sustainably improve livelihoods among ethnic minority and rural poor households in Tuyen Quang province within all six districts, 64 communes with 57 000 households.

The project started inearly June 2014 with an implementation period until mid 2017. In this respect, project VIE/035 led by an International Project Implementation Advisor (IPIA) is currently looking for: District Facilitators (6 positions)

Duty station: The Facilitators will be located within the project office in one of the six districts of Tuyen Quang

Duration of the contract: 24 months (with a two-month probation period)                                                  

Key responsibilities:

The Facilitators will support the development and strengthening of the capacity of the Collaborative Groups (CGs)/ Common Interest Groups (CIGs) in doing agribusiness and in establishing market linkages.

The Facilitators will work with all the stakeholders involved in specific value chains and will provide appropriate advice and training related to the needs of those involved.

The Facilitators will work closely in partnership with the District authorities, the Government agencies at District level as well as the staff of the Project Coordination Unit (VIE/035 and TNSP).

The following duties are the responsibilities of the Facilitators:

·         Support the organizational development of the CGs/CIGs, using project manual and tools and following the principles of the Law on Cooperatives;
·         Assist the CGs/CIGs and other Value Chain stakeholders in business planning, accounting, book keeping, branding and labeling, market access, certification, etc.;
·         Provide technical advice to government agencies and mass unions on CGs/CIGs development and Value Chain approach; and
·         Participate in monitoring and evaluation activities in close collaboration with PCU staff.

Required qualification and experience:

·         University degree in agriculture, management, business administration, accounting, or any relevant field;
·         Willingness to work in remote district areas and to travel to the communes;
·         Knowledge/experience from the agriculture sector; and
·         Prior working experience in international donor projects would be an advantage.

Required skills and competence:

·         Good listener and able to find creative solutions; and
·         Dedicated to achieving goals and objectives through team-based approaches.
