District Supporters (7 positions)

SNV Vietnam is looking for District Supporters (7 positions) for VFD Sustainable Landscape component, based in Thanh Hoa: Ba Thuoc (01), Thuong Xuan (01), Muong Lat (01), Quan Hoa (01), and Nghe An: Que Phong (01), Ky Son (01) & Tuong Duong (01) with travelling to project sites

SNV is a Dutch development organisation, has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and Reducing Emissions from Deforestation and Forest Degradation (REDD+).

The USAID Vietnam Forest and Deltas Program, from 2013 to 2018, is being implemented through Winrock International, the Netherlands Development Organisation (SNV), American Red Cross, Vietnam Red Cross and Centre for Sustainable Rural Development. The USAID Vietnam Forest and Deltas Program is embarking upon a five-year effort that will support four provinces to accelerate their transition to climate resilient, low emissions development through investments in reducing net emissions from forests,

The sustainable landscape component will focus on upland landscapes, with the goal of reducing greenhouse gas emissions from deforestation and forests degradation, maintaining and enhancing existing forests stocks and increasing climate change resilience and sustainability of landscapes. Interventions will improve forest management, afforestation, but also to promote climate resilient livelihoods in forested areas. The district supporters will provide his/her knowledge and experiences to improve the implementation process of project activities through financial/administration supports and monitoring the project implementation.

Objectives

To play a role as focal point person to provide admin, logistic support and field activities monitoring support to VFD project. Specifically, the district supporter will work with other project staff and partners to facilitate the implementation of VFD project, including M&E, planning process and piloted demonstration.

Duties and Responsibilities

  • Supporting Programme Assistant, Provincial Landscape Co-ordinator and Specialist/Advisor for ensuring project activities LCBs contracts are implemented properly narratively and financially
  • To support on administrative and logistic support for project activities (meetings, workshops, field works, visits, etc) at the district commune and village
  • To support in preparing and monitoring expenditure of project site-activity budget plans
  • To monitor the field works and provide feedback to relevant person for better implementation of the field activities
  • Providing support in organisational matters/facilitation for meetings/workshops/trainings and other capacity building activities of the project at district, commune and village
  • Maintaining good relationship with project partners and stakeholders at the local level
  • Preparing, and updating regularly, work-plans and reports of the project to keep project partners informed about project progress
  • Other tasks required

Requirement

  • College/University degree in administration, financial field
  • Experience in administrative and/or financial assistance; experience with INGO is an advantage
  • Ability to work in team and to set up harmonious and effective working relationships
  • Basic communication skills in English in both spoken and written;  
  • Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)

Supervision

The District supporters will be coached and daily supervised by the VFD Provincial Coordinator with collaboration from Provincial Programme Assistant. The District will also report to Sustainable Landscape Team Leader.

Working office arrangement

The district supporters will home based. SNV will support the district supporters local travelling expenses when he/she is required to work in the commune, village out of their home-town only;

Assignment duration: SNV will offer the selected candidates the consultancy/ services contract with duration from 1 September 2015 until 15 June 2016, 240 working days, and the monthly salary of 4.000.000 VND
