DME Officer

Good Neighbors is an international, non-profit humanitarian organization that plans, implements and raises funds for the provision of services in child education, community development, health, sanitation, and disaster relief projects. Currently Good Neighbors has been operating in 30 countries, supporting approximately 16.8 million people, including 9.6 million children.

Good Neighbors International in Vietnam (GNI) is implementing Community Development Projects (CDP) based on child sponsorship in 3 provinces; Tuyen Quang, Hoa Binh, and Thanh Hoa. GNI is working in main areas such as child sponsorship and education, water and sanitation, income generation, etc. in 9 CDPs and is managing over 9,500 sponsored children.

1. KEY WORKING RELATIONSHIPS

Internal: Country Director, Managing Director, OD Manager/Officer, SSD Manager/Officer, AD Manager/Officer, FD Manager/Officer, PM, Project Officers
External: GNI’s Donors, Partners, Governmental Officials, INGOs, Communities

2. MAIN DUTIES

Responsible for implementation of activities related to the Design, Monitoring and  Evaluation Project (DME):

  • Design
    • Participate in designing  strategy and plans to expand the project;
    • Participate in designing methods and tools for collecting information, data, community needs;
    • Support DME team leader in guidance on using survey methods and tools for staff  involved in the assessment and survey;
    • Participate in surveys, community needs assessment; Instruct of making survey report, community needs assessment report.
    • Participate in designing log- frame and making M&E plan of new project/program;
    • Participate in  developing and improving quality of the indicators, the project log-frame as needed;
    • Support DME team leader in PPF base on  sponsorship or non- sponsorship;
    • Support others team and division to making developing plan for sectors;
    • Support others team and division to fund raising or directly participate in conducting fundraising activities for project;
    • Participate in network building and maintaining relationships with donors (special projects, collaborator)
  • Monitoring
    • Support DME team leader in building and managing data systems of GN Vietnam;
    • Supporting DME team leader in develop procedures and standards for quality management project activities; and  submitting to OD manager and Director board;
    • Participate in monitoring the making of annual plan (POA), ensure POA based on the original project design;
    • Participate in organization of HO’s project monitoring, inspection and internal controls of periodically or upon request
    • Synthesis data for monthly reports, monitoring reports and submit to DME team leader;
    • Support DME team leader in  training and supervising process of collecting, updating the data of project staff;
    • Providing project data for team leader, division management when requested;
  • Evaluation
    • Participate in designing of method and tools and coordinate evaluation survey;
    • Support DME team leader in  organizing and coordinate evaluation project/program survey (mid-term phase, phase - out);
    • Support DME team leader in prepare evaluation reports  of the projects/program ;
    • Take responsibility for the quality and progress of the work listed above with DME team leader and OD manager.

3. QUALIFICATIONS REQUIRED

Education

  • A bachelor’s degree of Sociology, Social work, Statistical
  • Work experience
  • Minimum of 01 year experience in DME;
  • Development project working experience is preferable;
  • Experience and skills of project management, including planning, implementation, monitoring, evaluation and partnership.

Skills

  • Fluent in spoken and written English;
  • Proficient Office Computing and good at using of statistical software;
  • Be good at organizational, planning;
  • Be good at organizing, team work and interpersonal skills;

Attitude

  • Sociable, responsive, committed working with GNI at least 2 years.
