Economic Justice National Policy/Advocacy Officer

Economic Justice National Policy/Advocacy Officer

The Economic Justice (EJ) National Policy/Advocacy Officer is a part of Vietnam EJ campaign team to support Oxfam’s national, regional and international advocacy & campaigning initiatives in the country with a focus on promoting sustainable livelihoods for rural poor, particularly women.

Report to: Vietnam’s Economic Justice Campaign Lead

KEY RESPONSIBILITIES:
Economic Justice Campaign
1. Support and monitor the implementation of Vietnam’s Economic Justice Campaign Operational Plan 2011 – 2014.
2.  Provide Oxfam with regular updates and selected briefings on strategic policy issues to support EJ  work in Viet Nam, including but not limited to:
a.Tam Nong policy (agriculture, farmers and rural areas);
b. Decision 63 on national food security;
c. Food crops markets and trade policy;
d. National Program to respond to climate change.
3. Monitor influential research produced by key donors and think tank institutions relevant to Oxfam’s strategic interest and provide timely written critiques and responses.
4. Monitor activities and pronouncements of relevant influential actors, organisations and institutions on EJ campaign issues; and ensure they are considered where necessary in campaign decisions.
5. Establish and maintain relationships with key policy think tanks, academic and research institutions in Vietnam and draw external expertise or develop partnership for Oxfam’s policy and advocacy work.
6. Represent Oxfam in critical policy advocacy forums as appropriate.

SKILLS AND COMPETENCES:
- Highly conversant with the range of Economic Justice issues in the country (agriculture and rural development, food security, poverty reduction and economic development, climate change, private sector engagement)
- High level of creativity
- Self-motivated and work independently
- Ability to make decisions and problem solving on new and complex issues/problems, on a range of diverse internal and external factors
- Strong interpersonal communication skills and ability to work with various teams in country and internationally; developed capacity for tact, diplomacy and negotiation
- Minimum 5 years of demonstrable experience in  developing and/or implementing advocacy and campaigning strategies
- Outstanding written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others
- Strong understanding of and proven commitment to gender and diversity issues
- Fluency in written and spoken Vietnamese and English
- Ability to travel frequently and at short notice including to remote locations
- Ability to work in a team on different projects, often under pressure
- Good computer skills

Gross Annual Salary Full Range:    US$18,700 – US$24,700
