Energy Policy and Planning Experts: Laos, Cambodia, Vietnam, Thailand, and Burma

Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified Energy Policy and Planning (EPP) Experts for an upcoming USAID/Regional Development Mission for Asia-funded clean energy program to support the ASEAN countries of Laos, Cambodia, Vietnam, Thailand, and Burma. The program shall increase investment in clean energy and reduce avoidable greenhouse gas emissions in each country by gearing current and future investment in power development towards efficient, environmentally-friendly renewable energy. 

Abt Associates seeks EPP Experts to lead technical activities and manage project logistics in Laos, Cambodia, Vietnam, Thailand and Burma, with one expert assigned to each country. All EPP Expert positions are contingent on USAID funding and contract award to Abt Associates. Local candidates are strongly encouraged to apply.

Responsibilities

  • Work in close coordination with the project’s team to improve the enabling environment for large-scale renewable energy deployment; accelerate private and public sector investment in renewable energy; and promote U.S. government energy sector activities and share lessons learned with the broader community;
  • In his/her designated ASEAN country, serve as the project’s liaison with local financial institutions, renewable energy developers, utilities, and government agencies;
  • Arrange and coordinate meetings and logistics with other donors, private sector entities, and key stakeholders for all energy efficiency and renewable energy-related activities; and
  • Support future energy policy development in renewable energy zones to designate, transmit, and generate siting and permitting.

Qualifications

  • Minimum seven (7) years’  experience in the policy and planning aspects of the clean energy sector in one or more of the above-mentioned ASEAN countries;
  • Progressive experience working on donor-funded – preferably USAID-funded — energy and/or economic growth projects in the ASEAN region;
  • Proven ability to manage logistical aspects of donor-funded project activities with multiple actors including energy ministries, regulators, universities, meteorological offices, domestic banks, equity firms, and utility and planning agencies across the ASEAN region;
  • Minimum of a Master’s degree in a relevant discipline is required;
  • Applicants must bring native-level proficiency in one or more of the following languages: Lao, Khmer, Vietnamese, Thai , or Burmese; and
  • Fluency in English is preferred but not required.
