TITLE:               Energy Specialist: Environment and Climate Action

REPORTS TO:     Environment and Climate Action Specialist

CONTRACT:       12 months (starting June 1, 2023)

SUMMARY OF JOB RESPONSIBILITIES

The Energy Specialist will assist The Asia Foundation’s Country Representative (CR), Deputy Country Representative (DCR) and Environment and Climate Action Program Specialist (ECA Specialist) in developing, managing and evaluating energy projects and programs.

RELATIONSHIPS

Internal:

The Energy Specialist is a member of the Environment and Climate Action Program Team and reports to the ECA Specialist.

External:                               

The program officer will regularly interact with current and prospective grantees, existing and potential donors, consultants and specialists contracted by TAF, and Vietnamese government agencies, private sector, international NGOs and local civil society organizations.

REQUIREMENTS

Experience:

  • Minimum seven years’ experience in energyrelated policy, planning and project developmentwith a business, or an international organization or government agency cooperating with the private sector.
  • Working level understanding of energy related technology and systems
  • Ability to develop proposals and manage projects and budgets.

Education:

A post-graduate degree in an energy related field is preferred. A university degree with significant work experience will be considered. Willingness and ability to learn, absorb new ideas, and collaborate with a wide range of organizations and individuals is critical.

Other:

  • A high level of understanding of at least one of the following issues: climate smart agriculture, energy efficiency, disaster risk management for businesses, or urbanclimate resilience.
  • Excellent verbal and written communication skills in both English and Vietnamese.
  • Proactive and independent work style.
  • Willingness and capacity to collaborate with colleagues working in disaster risk reduction, climate smart agriculture, urban climate resilience, governance and law, green and inclusive growth, social development and gender, and education on existing projects and in the development of new projects.

JOB FUNCTIONS

Under the Program Specialist Group, the Energy Specialist will provide support for program development and implementation in line with the policies and procedures of TAF worldwide.

Program Development and Administration

  • Leads in energy related needs assessments, exploration of program opportunities, and identification of potential partner organizations.
  • Assesses potential funding opportunities, makes recommendations to the ECA Specialist, DCR and CR.
  • Collaborates with the CR, DCR and ECA Specialist to build relationships with government, non-government and private sector sources of funding to create new opportunities for energy related projects. 
  • Develops new projects in consultation the Country Representative, Deputy Country Representative, ECA Program Specialist and Finance and Administration Manager as well as partner organizations.
  • Drafts Letters of Agreement, Letters of Contract, Terms of Reference, Program Budget, Workplans and internal narrative reports.
  • Monitors program activities, assists project partners with program management and administration, and maintains documentation of project activities.
  • Reviews partner reports and evaluates project outcomes.
  • Drafts project narrative reports for review by CR, DCR and ECA Specialist
  • Assists the CR and DCR in preparing annual program budgets, program highlights, and other reports to TAF’s home office.

Coordination

  • Collaborates with the Country Representative in coordinating participation in energy and climate change related working groups in the public and private sector.

External Relations

  • Develops and maintains contacts with the private sector, Vietnamese organizations and government agencies, and other international NGOs in Vietnam.
  • Represents TAF at conferences, events, and donor coordination meetings, as directed by the Country Representative.

Other

  • Perform other program and administrative tasks as directed by the Finance and Administration Manager.
