Engineer on Small Scale Agricultural (Infra) Development Projects (SSADPs)

The WENARUDEP has a development objective which is: “Rural Poverty alleviation in three mountainous districts of Western Nghe An province” and follows one specific objective: “Improve sustainable rural livelihoods through appropriate and diversified agricultural production and related infrastructures”.
The project, own by DARD is operating in a number of selected poor communes in the 3 districts of Tuong Duong, Con Cuong and Ky Son. It has a liaison office in Vinh. The project office is locate in Hoa Binh, Tuong Duong district in Nghe An.

JOB PURPOSE:
- Task 1: To provide specific advises for the implementation of the Small Scale Agricultural Development Projects (SSADPs), and is responsible for the technical aspects of the SSADP implementation.
- Task 2: To ensure strong ownership of the SSADP by supporting O&M Engineer and PMU in the establishment of sustainable O&M systems, …
- Task 3: To work in coordination with the Senior Engineer in charge of Medium Scale Agricultural  Infrastructure Projects (MSAIPs )
- Task 4: General: Support the planning, implementation and reporting activities of the project

KEY RESPONSIBILITIES:
Duty 1: The SSADP engineer is providing specific advises to DARD-PMU for the implementation of the SSADPs by:
- Task 1: Review and document the lessons learnt from VIE/014: lessons learnt on SSADP, resource persons involved, improve and update information systems
- Task 2: Involving from starting through the identification process; provide sound technical and economical advises for helping the PMU/PST in the selection of the SSADP;
- Task 3: Inform and coordinate with other technical specialist of the PST / participate in regular meetings of the PST
- Task 4:Supporting the beneficiary communities in the selection of SSADPs: drafting cost estimate; help in assessing the economic feasibility; preparing O&M plans
- Task 5: Review all remaining SSADPs potential proposals selected by communal level and preparation of brief analysis report with recommendation on the list of SSADPs proposals for assessment of technical and economic viability
- Task 6: Preparing the MoU with detailed schedule & cost and Supporting relevant district Dept of Industry & Trades (DIT) in assessment of technical and economic viability
- Task 7: Review and check all SSADPs proposals on sites which are assessed and recommended by DIT and preparation of brief analysis report with recommendation of final list of SSADPs for approval by both Project & relevant district People’s Committee (DPC)
- Task 8: Preparation of services tender dossier including ToR to procure the design & supervision services contract of the approved list of SSADPs. Evaluation of received tenders and drafting of the services contracts.
- Task 9: Monitor/ follow up the services contract by carefully checking the field survey and draft technical – economic reports (detailed designs, cost estimate, B/C analysis, O & M proposal…) submitted by the consultant.
- Task 10: Coordinating with district DPC to get their official approval of technical – economic reports of designed SSADPs;
- Task 11: Preparation of works tender dossier to procure the works contract for construction of design approved SSADPs. Evaluation of received tenders and drafting of the corresponding works contracts.
- Task 12: Monitor/ follow up the works contract by frequent visiting the construction sites of SSADPs to check the availability of appointed supervisor on site, construction progress, construction materials, quality of constructed works, BoQs and Payment Table. Carefully check as-built documents of constructed SSADPs and ensure that all parties participate in site technical inspection visit before official provisional acceptance is organized.
- Task 13: Organize monitoring system for the SSADP; monthly updating of the databases; assess the government systems;

Duty 2: The SSADP Engineer assist the O&M Engineer on the implementation of sustainable O&M systems…
- Task 1: Ensure a selection of schemes related to real identified local needs: help the PMU in assessing the economic and technical feasibility of the SSADP
- Task 2: Ensure that the PMU engage the local beneficiaries through their substantial contribution to the construction
- Task 3: Facilitate or support PMU to facilitate regular meetings with all beneficiaries, before, during and after the implementation in order to agree on each step from need assessment to operation of the SSADP
- Task 4: Assisting the O&M Engineer and PMU in preparing consistent Operation and Maintenance plans by the local authorities and direct beneficiaries of the works;

Duty 3: The SSADP engineer assists the Senior MSAIP engineer to supervise the implementation of MSAIPs by:
- Task 1: Evaluation of tender bids for construction, and for site supervision;
- Task 2: Review of draft Feasibility Studies, and Detailed Designs, resulting in the preparation of technical comments, detailing amendments recommended;
- Task 3: Conduct of on-site inspection visits to monitor the progress of the on going construction works.
- Task 4: Taking part in provisional and final acceptance of the completed works.

MINIMUM PROFILE:
- He/she should have a University degree in civil engineering.
- Five (5) years working experience in in the areas of Infrastructure planning/design and procurement, as well as contract management.
- Must have good supervisory and negotiation skills. Should have experience in training, supervising and supporting other engineers.
- Vietnamese national;
- Must be computer literate with high proficiency in Microsoft windows i.e. MS Word, Excel and Power Point and Engineering related programmes for design, cost estimates, etc.
- Proficient in written and oral communication in both Vietnamese and English.
- Prepared to live and work in remote area
