Title: Environment and Social Safeguarding and Gender Expert (ESSGE) – for Vietnamese nationals
- BACKGROUND
The VIE/301 – Climate Adaptation and Resilience Project (GCF project code: SAP040) aims to catalyze investments in climate change adaptation through several key initiatives. This includes enhancing the province’s Early Warning System (EWS) and supporting locally-led adaptation efforts by mainstreaming climate considerations into development planning, monitoring, ecosystem-based adaptation (EBA), and climate-resilient agricultural practices. The project will be structured around the following components:
- Component 1: Strengthening the institutional framework to support risk-based decision-making, climate change adaptation planning, investment, and monitoring.
- Component 2: Enhancing the resilience of ecosystems and the livelihoods of local men and women.
- Component 3: Scaling up climate-resilient practices and financial mechanisms.
2. OBJECTIVES
A core focus of the project is empowering women by equipping them with tools, resources, and representation and ensuring environmental and social safeguards to facilitate meaningful change.
Recognizing the importance of gender equality and social inclusion, LuxDev is recruiting an Environmental and Social Safeguarding and Gender Integration (ESSGE) position.
The ESSGE will uphold LuxDev’s mission of capacity building, ensuring adherence to the agency’s Quality Manual and Green Climate Fund’s ESS guidance in all processes. This position provides strategic guidance on gender integration, environmental and social safeguarding, and stakeholder engagement to facilitate the inclusive and sustainable implementation of Project VIE/301.
This role will engage with community, government agencies, NGOs, farmer associations, and other stakeholders to promote gender equality and social inclusion throughout project implementation.
The ESSGE’s responsibilities span all three project components and involve close coordination with Project VIE/039 – Finance for Resilience to enhance gender-responsive climate adaptation strategies.
3. MAIN RESPONSIBILITIES
Stakeholder Identification and Engagement:
- Assist in identifying and analyzing stakeholders to support the design of an inclusive engagement process consistent with the Stakeholder Engagement Plan of the project.
Implementation and monitoring of Environmental and Social Action Plan (ESAP):
- Follow up on the implementation and monitoring of the ESAP to ensure compliance with project goals and sustainability.
- Screening and scoping project activities versus environmental and social screening checklist.
- Evaluate and assess potential environmental and social risks or impacts associated with all project activities.
- Document and implement necessary mitigation measures to address identified risks.
- Review ongoing project and sub-projects to ensure environmental and social considerations.
Gender Mainstreaming:
- Under the guidance of CTA, lead activities related to gender analysis and programming and inclusion of marginalized groups
- Design, implement, or oversee gender trainings and collaborate with other project experts to integrate gender considerations into all project activities.
- Develop tools and materials needed to effectively integrate a GESI framework within the project activities
- Work with the Women’s Union (WU), farmer associations, and other relevant local organizations to empower women in managing climate-resilient Non-Timber Forest Products (NTFPs) and enhance their economic opportunities.
- Collaborate with project staff, stakeholders and partners to streamline GESI considerations in all project interventions.
- Contribute to work plans, success stories, progress reports, research evaluation panels and reports, communications materials, and event planning and facilitation
- Collaborate with project team members to ensure monitoring systems appropriately capture GESI outcomes, monitor potential unintended consequences
- Facilitate capacity building for women’s groups in financial literacy, business management, and access to climate-resilient banking products.
- Contribute to project reports and publications by integrating GESI perspective.
Community Engagement:
- Develop and implement strategies for community engagement to ensure participation of local stakeholders in project activities.
- Facilitate workshops, consultations, and focus group discussions with community members.
- Build relationships with community leaders and organizations to foster collaboration and support for project objectives.
- Ensure that community perspectives are integrated into project planning, decision-making and implementation processes.
- Report on community engagement activities and their outcomes to enhance transparency and accountability.
Grievance Mechanism Implementation:
- Ensure the effective implementation of the project’s Grievance Redress and Accountability Mechanism (GRAM), including procedures for addressing environmental, social, and gender-related grievances/complaints, particularly cases of Sexual Exploitation, Abuse, and Harassment (SEAH).
- Work with project staff and local partners to ensure proper grievance documentation, tracking, resolution, and integration into the project’s monitoring system.
- Facilitate and provide GRAM specific training to staff, stakeholders, and beneficiaries.
- Ensure accountability through proper management and resolution of grievances in a timely manner, adhering to the established protocols.
Monitoring, Evaluation and Knowledge Sharing:
- Lead the monitoring and evaluation of the Gender Equality, Disability, and Social Inclusion (GEDSI) strategy and action plan, ensuring its effectiveness throughout the project’s lifecycle and feed gender and ESS data into the project’s results framework.
- Facilitate knowledge sharing and communication among stakeholders to disseminate best practices and lessons learned related to gender integration and environmental sustainability.
- Produce high-quality written reports, policy briefs, and technical notes on climate adaptation progress, lessons learned, and best practices for internal and external stakeholders, including LuxDev headquarters, national authorities, and donors.
Managing information
- Ensure capitalisation:
- draft and execute a capitalisation and sharing of experiences plan,
- organise the end-of-project debriefing,
- draft capitalisation reports and support documents
Other duties
- Contribute to project reporting and reviews as required by the CTA.
- Perform additional tasks assigned by the CTA to support project implementation.

4. SKILLS REQUIRED FOR THE JOB
Education
An advanced degree in gender studies, social sciences, environmental studies, development studies or related fields.
General Experience
- At least seven (7) years of professional experience in international development or non-governmental organizations, including at least 5 years focused on gender mainstreaming, women’s empowerment, and/or work with marginalized populations environmental and social safeguarding (ESS), and community engagement.
Specific Experience and skills
- Proven track record in developing action plans, strategies, and tools that promote gender equality and social inclusion and environmental and social safeguards within the contexts of climate adaptation and resilient development.
- Experience with GCF or other international climate funds is desirable.
- Familiarity with Monitoring, Evaluation, and Learning (MEL) frameworks, including the development collection, and analysis of indicators for systemic change, particularly related to Gender Equality, Disability, and Social Inclusion (GEDSI).
- Proven experience with participatory stakeholder engagement methodologies and experience in capacity building and training for diverse stakeholders, specifically concerning gender, disability, and social inclusion issues.
- Experience in designing and implementing grievance mechanisms that address issues like Sexual Exploitation and Abuse and Harassment (SEAH).
- Familiarity with relevant international guidelines and local regulations pertaining to gender, environmental protection, and social safeguarding, including the criteria established by the Green Climate Fund and LuxDev’s procedures.
- Strong ability to produce high-quality analytical reports, policy briefs, and technical recommendations.
- Proficiency in both written and spoken English and Vietnamese is essential for effective communication and reporting duties.
5. CONDITIONS:
- Location: Project VIE/301 in Hue city, Vietnam
- Nature of the position: full-time position;
- Duration: 1 year, (renewable)- pending final approval of all donors for contracting
- Salary will be determined based on the successful candidate’s experience and qualifications, as well as the availability of the project budget.
