In a new partnership aimed at ensuring and securing health for all, PATH recently joined the US Centers for Disease Control and Prevention (CDC) and other organizations to help advance the US government’s pledge to support, assist, and empower poor countries in anticipating, preventing, and overcoming infectious disease outbreaks. PATH’s Global Health Security (GHS) partnership, a 5-year effort funded by the CDC, will strengthen public health systems in Vietnam, Senegal, and Tanzania, building capacity to prevent, detect, and respond to emergencies of public health importance.

PATH seeks a local consultant in Vietnam to support the management and coordination of the Vietnam Ministry of Health’s Emergency Operations Center (EOC). The EOC management consultant will be based at the General Department of Preventive Medicine (GDPM) and work with the Ministry of Health, the U.S. Centers for Disease Control and Prevention (CDC) in Vietnam, and PATH to manage the day-to-day operations of the EOC with a particular focus on assisting the EOC director with administrative and management functions. Specific responsibilities include:

  • Managing and coordinating monitoring activities:
    • Monitor and support staff to collect, analyze, and interpret public health information.
    • Manage the public health database.
    • Review and revise the EOC monitoring team’s daily report.
    • Deliver the daily report to all relevant agencies and experts.
    • Liaise between relevant agencies and EOC members.
  • Recording and displaying the public health database in the EOC on all event-related records.
  • Supporting functions as the EOC becomes operational:
    • Support the risk assessment team to gather information towards fully understanding the nature and scope of signal events.
    • Ensure all relevant agencies are properly notified of events and updated on the situation status of the EOC.
    • Provide a progress report of the EOC.
    • Maintain a review of current incident activities.
    • Support the development of situation reports during EOC activation and update all relevant agencies.
  • Supporting plan development as EOC becomes operational, including:
    • Incident Action Plans.
    • Contingency Plans.
    • Organizing formal planning meetings.
  • Providing trainings and conducting exercises on emergency response.
  • Any other administrative and management duties as assigned by the EOC Director.

Deliverables (subject to modification upon revisions to the work plan)

  1. EOC reports: Daily
  2. Situation reports when the EOC is activated and action reports when EOC is de-activated: Daily when activated, single action report once de-activated
  3. Routine monitoring and assessments of reported events, and maintain the database on all event-related records: Monthly and quarterly
  4. Routine incident briefings with EOC staff: Monthly and quarterly
  5. Recommendations for the implementation of and changes to Action Plan strategic goals: On-going basis

Payment

The consultant will be paid directly by PATH’s office in Vietnam. The consultant fee will be paid monthly upon PATH’s receipt and approval of the deliverables and after GDPM leaders certify the duration and quality of the consultant’s work.

When traveling to the field, PATH will arrange and pay for transportation costs and per diem according to the standard PATH rate (applied for in-country travel).

Required Skills

  • Strong data management skills.
  • Excellent written and spoken Vietnamese and English.
  • Strong interpersonal skills and an ability to work effectively in a team.
  • Willingness and ability to travel within Vietnam up to 25 percent per year.

Required Experience

  • Advanced degree or equivalent in Public Health or a Medical Doctorate.
  • Proven leadership experience with emergency preparedness and response management.
  • 3 years experience in public health surveillance and response.
  • Experience working effectively with government counterparts at both the national and regional level.
