Project Objective
SI is implementing the USAID Learns activity (Learns). The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partners (IPs) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).
Background and Purpose
Vietnam ranks 11th among the 30 countries that account for nearly 90 percent of the world’s tuberculosis (TB) burden. Each year, it is estimated that 170,000 people become sick from TB, but only around 100,000 are accounted for and treated within the national health care system in Vietnam. The United States Agency for International Development (USAID) is implementing a portfolio of multiple activities under its TB Project. The aim of USAID/Vietnam TB Project is to assist the Government of Vietnam in the ambitious effort to end TB by 2030, defined as reducing TB incidence by 90 percent, reducing TB mortality by 95 percent, and reducing patient costs. The project’s primary goal is to support the Government of Vietnam to successfully detect, treat and prevent TB and to ensure patients receive high-quality care without suffering catastrophic costs. USAID support prioritizes the public sector while also engaging with communities, private providers, and private sector partners to reach all with TB. The project’s strategy is to develop and implement critical guiding frameworks to inform health policy and to refine and introduce innovative new approaches for ending TB.
USAID/Vietnam wishes to conduct a mid-term project evaluation to examine the extent to which its various activities have contributed toward project-level outcomes, particularly on improving the quality and accessibility of TB services and increasing local ownership of the TB response. The evaluation is also expected to investigate the impact of COVID-19 on project performance.
The evaluation is expected to help fulfill the evaluation requirements for USAID Vietnam mission’s IR 2.1 (Services for the prevention and control of HIV and TB improved) and IR 2.2 (Greater local ownership of HIV and TB prevention and response advanced) and inform future strategic decisions on the Mission’s TB portfolio.
This task is to help with the scoping to ensure the evaluation is realistic, user-oriented, and ultimately useful to the Mission’s decision-making.
Position Description
USAID Learns seeks a qualified consultant to work with USAID/Vietnam, Learns, and relevant stakeholders to scope the mid-term project performance evaluation for USAID/Vietnam TB project. If all related parties find it suitable, the consultant might become the Team Leader to lead the evaluation they helped scope.
Deliverables and Timelines
The assignment is set to commence in early November to Mid-December 2022. The scoping should follow the USAID Evaluation Management Process Checklist and USAID Tips for Developing Good Evaluation Questions (for performance evaluation).

Responsibilities
- Perform desk review to become familiar with the USAID/Vietnam TB project, its portfolio of activities, and relevant stakeholders
- Lead the development of the evaluation SOW (template found here), including the evaluation purposes, evaluation questions, evaluation approaches, deliverables, and team composition
- Respond to comments on the draft SOW and prepare the final SOW taking into consideration feedback from scoping meetings and other communication channels
- Work collaboratively with USAID/Vietnam and counterparts throughout the development of SOW
Qualifications
- A senior professional with experience scoping and leading project performance evaluations in the public health sector
- Advanced degree in public health or relevant fields
- Advanced knowledge of TB
- Ability to work independently to meet deadlines and adhere to high-quality standards
- Knowledge of USAID evaluation procedures and prior experience scoping USAID performance evaluations preferred
- Background in or familiarity with Vietnam’s public health context is preferable (not required)
- Strong communication and presentation skills
- Fluency in English
