1. Background
The program
Médecins du Monde (MdM), a "solidarity association" since 1980, is dedicated to improving health conditions of the most vulnerable populations, the victims of poverty and violence, regardless of race, social status and beliefs. MdM believes its mission can be achieved by means of sustainable solutions to health access problems as well as advocacy and transparency.
MdM supports Day Care Centres (DCCs) in Tay Ho and Soc Son district of Hanoi; District 6 and District 9 of HCMC, which provide HIV related services to residents of the cities. The programmes target the most vulnerable populations including injecting drug users, sex workers, their partners, men who have sex with men, orphans, vulnerable children and those affected by HIV including family members. The program is funded jointly by MdM and by PEPFAR through USAID and with the support of Pact. MdM supports all aspects of the functioning of the clinics.
The goal is to contribute to a decrease in HIV and sexually transmitted infection (STI) prevalence among the most vulnerable people living in Hanoi and HCMC and to contribute to a better quality of life for people living with HIV.
The prevention component in Soc Son OPC Soc Son outpatient clinic was newly established with VCT, care and treatment started initially.
Prevention component will be set up in details upon the results of this KAP survey announced. The activities will include behaviour change communication (BCC) among Soc Son residents, BCC and counselling within VLEC (06 Center) and referrals of soon-to-be released detainees.

2. Purpose
MdM is seeking consultancy services to conduct a baseline assessment of knowledge, attitudes and practices related to HIV, STIs, prevention among most-at-risk populations (MARP: SW, IDU, MSM, sex partner...) in Soc Son district – a geographical area of implementation as well as to determine the current level of coverage of prevention program for most-at-risk populations.
3. Objectives
The survey will aim at carrying out a quantitative and qualitative survey among MARPs determining, health related behavior, knowledge and attitudes related to HIV/STIs.
This assessment aims to provide inputs for the planning of the project’s interventions as well as for the project monitoring and evaluation.
4. Key points
Estimation and mapping of MARPs concentration in the district;
Assessment of MARP’s knowledge and awareness with respect to HIV and STI;
Assessment of behaviour and attitude related to risk practices (drug use, same-sex intercourses and other)
Impact of stigma and discrimination against MARPs on access to health services
Coverage and accessibility of existing prevention services (namely BCC, HR, STI screening and VCT) for most-at-risk populations
MARPS expectations with respect to prevention services that MARPs in terms of appropriateness to needs, quality, availability?
5. Expected outputs
Quantitative & qualitative assessment methodology and timeline is issued and validated by MDM. (this includes selection of targeted areas in HN)
Survey tools (questionnaires, interviews,...) are issued
The data collection team is formed and trained
Data collection is carried-out
A draft report is submitted to MdM team (En and Vn)
A finalized report is issued, after MdM team has revised it
(Assessment reports will be approximately 30 pages in font size 12 and line space 1.)
Findings and recommendations are presented to MdM-HN management team and SS relevant authorities
Nota: Methodology, questionnaires and final report will be provided in English and Vietnamese
6. Inputs
MdM Vietnam will be responsible for briefing the consultant; arranging or facilitating meetings; providing necessary background documents; providing appropriate workspace and internet and phone access through the course of the assignment.
Supported clinic will facilitate field work; Project peer educators will introduce the survey team in hot spots.
7. Qualification
Interested Individuals or Research Institutes shall submit proposals including:
1) Proposed technical methodology with the work plan,
2) Cost estimate of the assessment,
3) Relevant experience and qualification to the assignment

Proposals will be evaluated based on the following criteria:
Specific experience of the Consulting Organizations relevant to the assignment.
Adequacy of the proposed methodology and work plan incl. budget estimation in responding to the TOR.
Key professional staff qualifications and competence for the assignment: methodology, capacity of the organization and experience in relevant fields (social survey, prevention, etc.).
