Requirement:  Experts on Best Available Techniques in the following sectors: Textile, Steel, Chemicals (Vietnamese national)

Location:         Hanoi and other provinces (if necessary and if situation allows)

1. CONTEXT

The Hanns Seidel Foundation is a political foundation with its headquarters in Munich (Germany). “In the service of democracy, peace and development” – this motto is present in the work and mission of the Hanns Seidel Foundation. This motto applies both to its activities in Germany and abroad. Since 1995, HSF has supported the integration of Vietnam into the global political spectrum and the ASEAN-Community. Since the establishment of a representative office in 2011, HSF has focused its work in Vietnam on social and environmental policies for sustainable development.

In 2020, HSF and the Department of Legal Affairs, Ministry of Natural Resources and Environment (MoNRE) of the Socialist Republic of Vietnam jointly conduct research and consultative workshops on the BAT provisions in the (revised) Law on Environmental Protection 2020.

As the Law on Environmental Protection 2020 has been officially adopted, HSF and the Department of Legal Affairs (MoNRE) will continue to work on the BAT provisions in the decree of LEP 2020 as well as on the circular on guiding the implementation of BAT. Both parties have agreed to focus for the first phase on three sectors including (i) textile, (ii) steel and (iii) chemical industry.  To provide inputs for the BAT in these three sectors, the Department of Legal Affairs, MoNRE and HSF have agreed to jointly identify BAT experts in textile/steel/chemical industry.

2. OBJECTIVE(S)

Through this ToR, up to TWO Experts per sector (Textile, Steel and Chemicals) on Best Available Techniques are to be identified.

The Senior Expert will work closely with both HSF, the Department of Legal Affairs (MoNRE) and the BAT Lead Expert to ensure the delivery of relevant technical inputs to the guiding circular on the implementation of BAT in Vietnam.

3. SPECIFIC TASKS

Each Expert/group of sectoral experts will be responsible to identify and propose potential Best-Available-Techniques for the respective sector including (i) textile, (ii) steel and (iii) chemical industry. His/her tasks include, with respective deliverables, the following:

  • Review international BATs in the respective sector and propose the potential BATs which are applicable or feasible for adoption and implementation in Vietnam;
    Deliverable: a list of potential BATs 
  • Undertake surveys and interviews with enterprises in the respective sector to determine their readiness and difficulties in implementing those potential BATs in order to evaluate the technical/economic/environment and social aspects of such BATs.
    Deliverable: interview report in Vietnamese
  • Produce a report which includes but is not limited to the following:
    • A proposed shortlist of BATs for the respective sector
    • Evaluation of technical, economic and environmental aspects of such BATs as well as policy barriers which hinder the adoption of such BAT or policy proposal to enable the adoption of respective BATs
    • A proposed BAT conclusion/BAT-associated emission limits (BAT-AELs) for the implementation
  • Organize/lead technical meetings, if necessary, to consult with experts on the findings of the research before finalization.
  • Prepare an executive summary with key recommendations in English, including selection of sectoral BAT objectives, methodology to determine BAT, proposed BAT-AELs and roadmaps for implementation and policy initiatives to support BAT implementation.

4. SCOPE, TIMELINE and REMUNERATION PACKAGE

  • Each contract covers a maximum of 50 full working days.
  • Renumeration is subject to qualifications and experience but capped to a maximum of 150 USD per day.
  • The contract duration is from May 2021 to July 2021.
  • The workload will vary significantly across the contract duration.  
  • Payment will be made in 2 milestones

5. QUALIFICATION AND EXPERIENCE REQUIREMENTS

  • Have at least a University degree in engineering, natural resource management, environment or related fields;
  • Have at least 10 years of experience in a field related to industrial technologies, environmental policies, environmental engineering and/or other relevant fields
  • Demonstrated report writing and presentation skills
  • Sound command of English.
