1. Project Background and Goal
The Caritas project in Quan Ba District of Ha Giang Province has supported local communities to build 13 water systems in three communes, namely Quyet Tien, Lung Tam, and Thanh Van. Each system has a structure for Operation & Management. In reality, however, not all O&M groups/committees work well, affecting negatively the current and long-term use of water by the communities. To ensure sustainability Caritas has agreed with the Quan Ba Project Management Board to review and improve the functioning of the O&M groups/committees in all 13 water systems. This includes the repair of broken parts. It is also expected that the O&M model can be a good example for the Quan Ba District to replicate in other communes in the district area.
2. Scope of Work
Overall Objectives:
- To improve the structure and the functioning of the O&M groups/committees for all 13 water systems, to ensure sustainable use and to water systems by the local communities.
- Identify key technical problems of the 13 water systems and advise the commune and village O&M groups/committees how to repair them.
Based on the above Objective and Scope of Work Caritas Switzerland invites potential (individual and firm) candidates to send CVs and a proposal for this assignment. Proposal should include two parts: a technical proposal and a financial proposal. Caritas will contact the three best candidates for interviews. The best candidate will be selected.
