FIELD COORDINATOR – TRA VINH COMMUNITY DEVELOPMENT PROJECT

BACKGROUND

SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam’s team works hand-in-hand with communities, government agencies, and businesses in more than 50 provinces, including the remotest and poorest areas of the country. We operate from a country office in Hanoi and project offices in Ho Chi Minh City and Lam Dong province. Our work focuses on three sectors - Agriculture, Energy, and Water, Sanitation, & Hygiene (WASH).

The Tra Vinh Community Development Project

SNV Vietnam has been contracted by Climate Fund Managers (CFM) and two near-shore wind power project developers – the Tra Vinh Wind Power No. 1 Joint Stock Company (TWPC) and Ecotech Tra Vinh Renewables JSC (Ecotech) – to design and develop a long-term Community Development Project (CDP) to deliver net positive environmental and social impacts for affected communities in coastal Tra Vinh province. CFM is the fund manager/investor in both wind power companies, while TWPC and Ecotech have developed and are in the process of constructing two separate but adjacent projects along the Tra Vinh coastline.

The CDP is expected to focus on improving local livelihoods by investing in market-based approaches and the development of inclusive value-chains for sustainable aquaculture and horticulture, as the main livelihood sources in the area. Interventions will have a strong emphasis on promoting climate resilient approaches and on women’s economic empowerment in the respective value-chains in the target areas. In addition to designing and developing the CDP, SNV will support with the delivery of a set of WASH interventions that are expected to rapidly provide affected communities and households with immediate tangible benefits from the wind power projects.

OBJECTIVE

SNV is looking for a field coordinator who will be based in Duyen Hai Town, Tra Vinh province to support the project manager (PM) with the organisation of activities, events and surveys on the ground and assist with general community liaison. 

KEY RESPONSIBILITIES

Organising project activities/field work

The Field Coordinator will organise project activities, field work (such as meetings, surveys, events) and WASH activities with local partners and communities on the ground. This will involve basic administrative tasks such as preparing permission letters, identifying venues for events, stakeholders, interviewees for different field surveys, or other suppliers of goods/services that the project may need in line with relevant SNV procedures and cost norms under guidance by the Project Administrator and Project Manager.

Establishing and strengthening relationships

The Field Coordinator will be expected to develop and strengthen working relationships with key partners to ensure smooth implementation, including with: government agencies at provincial, district and grassroots levels, as well as with other stakeholders such as companies, other development partners/projects, NGOs and local communities.

Developing work plans

Overall work plans for components and activities should be developed by the National Project Manager, however the Field Coordinator needs to develop detailed implementation plans e.g. with communities, target villages or groups of beneficiaries.

Supporting implementation and documentation of project activities/field work

The Field Coordinator may be called upon to support field activities. This may include accompanying consultants and other project staff on field visits, supporting facilitation of events, acting as a resource person for surveys, workshops or other project activities in the field.

Accounting, financial management and reporting

Under guidance from the Project Administrator completing basic project financial accounting, monitoring and reporting tasks

Project communications

Preparation of brief reports on project activities, taking photos in support of project communications.

Other tasks as required by the Project Manager or Sector Leader.

QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in agriculture, rural development or similar fields
  • At least 3 years’ experience working in agriculture and rural development. Experience working with NGOs, international organisations or development projects is highly desired
  • Specific working knowledge and professional experience relevant to key activities in this project and familiar with the coastal Mekong Delta region will be a distinct advantage

Other requirements

  • Experience in organising field activities such as surveys, events, agriculture extension, community development activities
  • Understanding of project management, coordination procedures, administrative systems, M&E systems and finance processes
  • Excellent interpersonal skills and team spirit towards work
  • Good communication skills in English and Vietnamese, both spoken and written
  • Good computer literacy

ADDITIONAL INFORMATION

  • Type of Contract: This is a full-time position for national candidates for 10 months, starting from end of December 2021 to end of October 2022.
  • Contract Duration: Ten months initially with the possibility of extension
  • Start date: As soon as possible
