FIELD DIRECTOR, INTERNATIONAL EDUCATION (JCDP)

 

The National Judicial Institute (NJI) is an independent, bilingual, not‐for‐profit organization, headquartered in Ottawa, Canada, with a mandate to provide continuing education to members of the judiciary across Canada. An acknowledged world leader in the design and delivery of judicial education, the NJI also shares its judicial training expertise abroad. In its international work, the NJI seeks to strengthen the rule of law through judicial education and judicial reform. 

 

The NJI is looking to fill the definite position of Field Director, International Education, based in Hanoi, Vietnam and reporting to the NJI’s headquarters in Canada. This position requires fluency in English and Vietnamese.

 

RESPONSIBILITIES

 

Under the direction of the National Judicial Institute (NJI) in Ottawa, the Field Director, International Education (IE), will assist in overseeing the Vietnam-Canada Judicial Capacity Development Project (JCDP) in Hanoi, Vietnam. This project, funded by Global Affairs Canada (GAC), is a five-year collaboration with the Supreme People’s Court of Vietnam. It aims to deliver gender-responsive training to judges, promote equal access to justice, especially for women and children, and enhance the Vietnam Court Academy’s capacity for judicial education.

 

The Field Director leads the in-country implementation, working closely with teams in Canada and Vietnam. They provide oversight to all aspects of the project, serve as a key local contact for partners and stakeholders, and manage project activities such as scheduling, monitoring, reporting, and office operations in Hanoi. Additionally, the Field Director handles day-to-day management of staff and contractors, ensuring effective and professional project management and leadership.

 

Program Development and Delivery

  1. Collaborate with the Director, International Education, NJI team, and Vietnam staff to ensure high-quality technical content for JCDP;
  2. Work with the Director, International Education, to identify, recruit, oversee, and guide Vietnamese and international technical expertise and professional inputs for the project;
  3. Advocate for the JCDP in dialogues with local and foreign stakeholders;
  4. Coordinate briefings and updates with field mission representatives;
  5. Represent the NJI and GAC in various fora, liaising with local and international counterparts;
  6. Liaise with the NJI, GAC personnel, subject area experts, donors, and judiciary members involved in JCDP;
  7. Identify contextual issues in Vietnam and advise NJI headquarters;
  8. Design missions, study tours, and exchanges;
  9. Implement, monitor, and complete JCDP work plans and activities; and,
  10. Compile, prepare, and write reports, including GAC and legal regulations and reporting.

 

Field Office Responsibilities

  1. Manage office space and facilities for the Vietnam office;
  2. Handle relations with building services, equipment repair, maintenance contractors, and security;
  3. Direct and supervise the work of direct reports, schedule hours, approve time off, and conduct performance evaluations;
  4. Make recommendations for hiring, termination, and disciplining employees; and,
  5. Respect delegated spending and human resources actions according to relevant policies.

 

Financial Accountability (High)

  1. Budgeting, monitoring and oversight of the Vietnam office’s expenditures, projects and finances;
  2. Oversee external contracts and payroll, manage salary and operational budgets; and,
  3. Assist the Director, Finance, in compliance with legal regulations and reporting.

 

QUALIFICATIONS

Essential

  1. University degree in law, public administration, international development, or gender studies, including;
  2. Demonstrable knowledge of the organization and operation of the Vietnamese justice system and laws;
  3. 5+ years’ management experience, directly supervising employees;
  4. Proven project management skills for international development projects;
  5. Knowledge and expertise in issues such as judicial education, legal/judicial reform and policy development, gender equality, institutional capacity-building, governance, human rights and democratic development;
  6. Demonstrated intercultural competence and ability to work with a diverse group of stakeholders;
  7. Fluent in English and Vietnamese (Reading, Writing and Oral);
  8. Proficient computer skills including, but not limited to, Microsoft 365 and project management software;
  9. Availability to work additional hours, on occasion;
  10. Flexibility to attend ad hoc meetings and adjust schedules to collaborate with Canadian project teams and experts outside of regular working hours;
  11. Accompanying delegations to locations outside of Vietnam, such as Canada, as needed; and,
  12. Frequent overnight travel, both internationally and domestically, for project-related purposes, including study visits, international conferences, meetings, stakeholder engagements, etc. for durations of up to 14 days.

 

Desirable

  1. Experience working in the fields of law, education, or gender equality programming;
  2. Proficiency with GAC results-based management reporting requirements;
  3. Understanding and interest in adult education for professionals;
  4. University law teaching experience;
  5. A license to practice law;
  6. Experience in practicing law; and,
  7. Experience with policy development in government or elsewhere.
