I.        Background

PATH has been working to support local partners in Vietnam for 40 years. Our current portfolio in Vietnam includes work to support health care providers and communities prevent and respond to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.

In collaboration with the Ministry of Health (MOH), the National Expanded Program on Immunization (NEPI), regional EPIs and other partners supporting vaccination activities, PATH will work with provincial EPIs in rural or underserved provinces or where ethnic minorities and other vulnerable groups are present to support for COVID 19 vaccination campaigns.

In each selected province, PATH will provide technical assistance to the provincial EPIs on microplanning and strategic implementation of COVID-19 vaccine rollout. PATH will also support in immunization technical and capacity development assistance aligned closely with GVN priorities and protocols. Therefore, PATH will coordinate with not only provincial Department of Health, provincial EPIs, district health centers, and commune health centers, but also the military forces at the province and district level together with the central and local authority’s resource mobilization and multi-sectoral approach for COVID-19 deployment.

PATH seeks a Field Project Consultant who supports the project team to provide technical assistant to the Provincial EPI on microplanning and strategic implementation of COVID-19 vaccine rollout in the selected provinces. This position will work closely with the PATH Vaccine and Immunization team in Vietnam, Pasteur Institute and local authorities to develop microplanning and strategic implementation, provide technical support for the TOT and cascade trainings for provincial, district and commune health workers. This position will report to the Vaccine and Immunization Team Lead.

II.      Required Experiences and Skills

To be considered, candidates must have a good understanding of vaccination/immunization program and public health and at least 3 years (and preferably more) of relevant working experience.

  • University or bachelor’s degree with minimum 3 years of job-related experience in public health, health sciences, medicine, and vaccines and immunization;
  • Good understanding of the health system and national expanded immunization program in Vietnam;
  • Strong interest in public health, medicine, and vaccines and immunization;
  • Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines;
  • Capacity to work independently and collaboratively with teamwork environment with solid interpersonal and verbal communication skills;
  • Excellent judgment, strategic thinker, strong initiative;
  • Strong oral and written proficiencies in Vietnamese and advanced if also with English;
  • Solid knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook);

III.           Specific responsibilities of the consultant

  1. Attend PATH weekly team meetings
  2. Attend microplanning meetings with province/districts
  3. Attend TOT and cascade training courses, introduce e-learning program and provide support as needed
  4. Conduct supportive supervision to ensure quality of vaccination campaigns in selected provinces
  5. Collect project monitoring data, review data to ensure quality and make recommendations as needed
  6. Other tasks as required

IV.           Timeline

From: March 14 (tentatively) to September 30, 2022:

  • Maximum Level of effort: 15 working days per month
  • Travelling time: Up to 50%
