on gender equality and women’s empowerment

 

Duration: June - July 2022

1.        Background

Better Work is an innovative partnership program between the International Labour Organizations and the International Finance Corporation. In Vietnam, Better Work covers the garment and footwear industries. The programme follows an integrated approach which includes assessment, advisory, and training services at factory level, with industry seminars to promote cross-industry sharing and learning culture. We work with different stakeholders such as MOLISA, VGCL, VCCI, international and local brands, vendors, factories and trade associations, and other relevant organizations that work with the apparel and footwear sectors.

In the garment and textile industry, although women represent around 80 per cent of the workforce in the garment sector worldwide, they are concentrated in the lowest-paying, lowest-skilled occupations. Gender-based discrimination during recruitment processes and sexual harassment in the workplace remain widespread. Given this context, Better Work has committed to continue its effort to address the gender inequalities and more importantly unleash the potential of women in making the garment sector more sustainable and resilient in the future.

Gender equality has been a key component of Better Work’s strategy for the period from 2018-2022 focused around four intervention areas: (i) Discrimination; (ii) Paid Work & Care; (iii) Voice & Representation; and (iv) Leadership & Skills Development. During this period, in partnership with IFC/ILO, national tripartite partners and brands, Better Work Vietnam (BWV) has carried out several programs and activities to promote gender equality and women’s empowerment, such as:

  • Gender Equality and Returns (GEAR) project providing production skills and leadership training as well as career promotion opportunities for women;
  • Sexual harassment prevention training; strengthening of internal management systems such capacity building for HR staff, HR policies and procedures and grievance handling mechanisms related to on gender issues;
  • Gender sensitization workshops for factories and constituents; mainstreaming gender into existing tools to support the sectors.
  • Continued effort of BWV on closing the gender pay-gap and on strengthening compliance with maternity benefits and reproductive health rights for working parents.

Better Work Vietnam is seeking a professional consultant/company to deliver a package including:

  • ·       A video clip with some motion graphic illustration (Vietnamese voice-over, English subtitle) to visualize all gender-related support activities of the programme to the factories and workers. Motion graphic illustration is required to visualize some key data/figures of the programme.
  • A photo collection (500+ selected high-quality photos after the trip) with a focus on gender equality and women’s empowerment at the factory level.

This package (video and photo) will visualize BWV gender-related works, activities, and documents with a close link to the global objectives of the Better Work programme. It will be widely used to introduce in programme activities and other public events.

2.        Scope of work and expected timeline

  • Early June 2022: Recruitment and candidate selection
  • Mid June 2022: Final selection, desk review and propose the video concept + transcript and related details.
  • Mid June - July 2022: On-site filming and photo shooting (maximum 5 working days in Ho Chi Minh city and factories in surrounding provinces)
  • July 2022: Demo version for the approved concept, receive feedback and edit.
  • Late July 2022: Final video, photo selection and handover all raw materials.

3. Consultant roles and responsibilities:

  • Analysis of brief and relevant documents provided by Better Work
  • Develop video concept and transcript, including but not limited: video style, detailed transcript, key graphics, detailed work plan and budget.
  • Work with Better Work Vietnam team and BWV Communications Officer to finalize video concept, transcript, demo and final video.
  • Develop motion graphic illustration to visualize key data/figures of the programme.
  • Be responsible for producing the video with proper equipment, personnel, licensed software and other materials.
  • Be responsible to capture high-quality photos reflecting key messages on gender equality and women’s empowerment at the factory level.
  • The consultant team will be under supervision of Better Work Vietnam National Operations Manager and Communications Officer.

4. Deliverables:

  • Video concept + bilingual transcript (Vietnamese + English)
  • Demo version of the video clip based on approved concept + transcript
  • Final movie clip with motion graphic illustration (Vietnamese voice-over and English subtitle) with all working files and relevant materials during the production.
  • Final photo selection (500+ high quality photos) after the trip.

5.        Requirements

Experience:

  • Having proven capacity and extensive experience in producing video and photo with focus on gender-related video;
  • Reference of gender-related products;
  • Knowledge and understanding of the footwear and garment sector, and experience and knowledge of projects funded by UN Agencies is an advantage.

6.        Submission of the Proposal

Interested applicants must submit the following document/information (in PDF format) to demonstrate their qualifications.

Technical component:

  • A Letter of interest explaining why they are the most suitable for the work
  • A Curriculum vitae with contact details of 03 clients for whom you have rendered preferably similar services
  • Sample videography and photography works (mandatory) (Gender-related or gender equality clips are preferable)

Financial proposal

  • The financial proposal shall specify a total lump sum amount in VND including daily rate of consultancy fees. If quoted in other currency, prices shall be converted to VND at UN Exchange Rate at the submission deadline.
  • The financial proposal must include VAT and specify the video production and photo production fee separately.
  • Kindly note that transportation fee (Eg: Air tickets, car rental in HCMC and to provinces, other taxi cost if necessary) will be covered by Better Work Vietnam. DSA and other fees (hotel, meals) for the consultant team will be based on UN cost norms.
