Finance & Administration Manager

CWS is currently working with partners at provincial, district and commune levels on projects to mobilize community engagement and their participation for safe, quality household and community access to water, improved hygiene and sanitation, reducing risks of natural disasters and emergency relief ( Projects are concentrated in ethnic minority communities in Tuyen Quang and Lai Chau provinces.

The CWS office in Vietnam is seeking a dynamic Vietnamese individual to fill the position of Finance and Administration Manager.


  • Manage the operational accounting functions to ensure that the financial transactions are properly documented, reconciled and recorded in the financial system.
  • Review disbursement receipts and vouchers before payments are made and data are entered into the systems.
  • Coordinate and supervise monthly, quarterly and year-end financial close in line with organization's procedures and timeline.
  • Prepare monthly management financial reporting, including comparison on budgets and expenditures, receivables, payables… of projects and office.
  • Review monthly detailed transaction listing from the accounting system and provide recommendations for any adjustment if needed to ensure the correctness of accounting records and budget availability.
  • Review and follow up all outstanding advances for assigned projects on a monthly basis to ensure timely settlement of amounts due and alignment with project implementation time frame.
  • Be in charge of cash flow forecasting and foreign exchange risk management.
  • Ensure the efficient and effective processing of payments / accruals, receivables / receipts and reconciliation of related balance sheet accounts in accordance with the donors’ requirements, the organization's policies and accounting standards.
  • Facilitate the audit process and provide appropriate and timely responses to audit requests from the auditors.
  • Ensure the timely and efficient setup and maintenance of data in the financial system including project budget, chart of accounts, segments and codes.
  • Provide support to CR in the developing, monitoring and review of financial policy, procedures, and project budget.
  • Prepare staff payroll calculation according to personal income tax regulation, labor law, social insurance law and organization policy.
  • Prepare bi- and annual reports for the local government authorities; Prepare monthly snapshot report and quarterly financial report to Headquarter.
  • Train and review the local project accountants in project finance procedures to ensure full compliance with the organization's policies and the Vietnam laws and regulations.
  • Prepare, review and provide justification for monthly project finances along with detailed transaction listing to provide a clear view and status of the project budget spending and highlight concerns (if any) for timely action.
  • Monitor project cash flow and review the fund request.
  • Act as the main focal person to advise and respond for any financial related matters to project staffs, and related partners.
  • Supervise overall administration operations of office.
  • Liaise with Vietnam authorities on administrative and legal issues, such as MOU/Permit extension or visa.
  • Manage inventory of office equipment and equipment maintenance.
  • Be primary contact with the govt. social insurance department. Prepare contract with Bao Viet insurance for staff 24hrs health insurance.
  • Other tasks may be assigned as necessary according to organizational needs.

The candidate for the position of Finance and Administration Manager shall have at a minimum the following qualifications:


  • Bachelor’s degree in accounting, finance, or other related field. 

Skills and Experience:

  • At ten years of experience with increasing responsibility in accounting and/or financial management, including the management and oversight of multi-donor's project budgets and financial reporting. 
  • Extensive knowledge of and financial management experience with International NGOs' programs. 
  • Demonstrated and detailed understanding of financial management and accounting principles.  
  • Ability to adapt to new accounting software systems quickly.
  • Experience working with ACCPAC or SAGE accounting system or similar product.
  • Intermediate Microsoft Excel skill (advanced skills a plus).
  • Ability to travel in-country to project sites (Tuyen Quang and Lai Chau)
  • Good English skills (speaking, writing, reading, listening).
