Project Objective
Social Impact is in partnership with Banyan Global to implement the USAID Learns II. The Activity supports USAID/Vietnam staff and partners to become more efficient, effective, and transparent in achieving program results through the use of evidence, performance management techniques, and collaborating, learning, and adapting (CLA) practices. The Activity will prioritize (1) the core tasks of the Program Cycle, i.e., design, performance tracking, evaluation, and research, and (2) capacity strengthening for USAID/Vietnam staff and partners. All of the work to be performed under the contract must be in full compliance with USAID policies and ADS requirements, including but not limited to ADS Series 200 – 205.
Position Description
Social Impact seeks to hire a full-time Finance and Administration Specialist to support the project’s finance and administration activities. This position will be based in Hanoi, Vietnam, and report to the Learns II Deputy Chief of Party—Operations (DCOP—Ops).
Responsibility
Finance
- Manage cash flow, including funds transfers from SI-HQ, local currency exchange and petty cash
- Record financial transactions into the accounting system, prepare and submit project office expense reporting in a timely manner; record all approved payments for local vendors, contractors, and consultants for goods and services received and save with supporting documentation
- Liaise with the DCOP – Ops and SI-HQ to conduct a final review of vouchers and vendor invoices to ensure the maintenance of thorough financial documentation on all project transactions
- Liaise with vendors regularly to collect invoices and administrative forms
- Prepare monthly SI employee salary calculations based on Vietnamese labor law and timely pay the necessary employers’ and employees’ income tax and social security contribution payments to local authorities
- Prepare and submit monthly calculations of payroll taxes and annual tax reporting as required by local tax law
- Work with the DCOP – Ops and team to ensure that financial management and reporting are compliant with USG, SI, and local regulations and policies
Administration
- Collaborate with technical and operational Learns II project staff and SI-HQ to draft contracts with consultants, and service providers
- Support procurement and logistics for Learns II activities in collaboration with Procurement and Logistics staff
- Support the management of Learns II inventory tracking system for all equipment, furniture and non-expendable properties
- Manage SI’s trade union fund
- Serve as SI Chief of the Representative Office and be responsible for RO-related reports and communication
Other tasks
- Implement knowledge management protocols and processes.
- Other duties as assigned.
Qualifications:
- BS/BA in Accounting, Finance, or a relevant field
- Seven years of experience in finance and accounting invoicing, payroll, and administration activities
- Demonstrated experience with USAID accounting procedures and regulations, with a strong preference for experience on USAID-funded projects
- Knowledge and experience using electronic accounting systems, such as QuickBooks, required.
- Excellent skills in Microsoft Office applications, particularly Word and Excel
- Able to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
- Demonstrated attention to detail, required
- Have a growth mindset, openness to new ideas and perspectives, and commitment to personal growth and improvement, preferred
- Able to work well with and be inclusive of colleagues and stakeholders from varied backgrounds
- Able to work independently with minimal supervision
- Strong teamwork and coordination skills
- Excellent oral and written communication skills, preferred
- Fluency in written and spoken English, required
- The candidate must be fluent in Vietnamese and reside in the Hanoi area, required.
