INCOME DEVELOPMENT FOR ETHNIC MINORITIES
BASED ON AGRICULTURE SUSTAINABILITY (IDEAS PROJECT)
JOB TITLE: FINANCE AND ADMINISTRATIVE ASSISTANT

Reports to: Project Coordinator, the Representative of Agrisud International in Vietnam
INTRODUCTION:
For 30 years, Agrisud International, a non-profit association under French law, has been supporting the most vulnerable populations to rise from a state of precariousness to economic and social autonomy.
Agrisud International promotes economic growth through the creation of very small family businesses, especially in the agricultural sector. These businesses are viable and sustainable, because they are economic and agro-ecological, because they are well anchored in the local market, and because the entrepreneur was able to be accompanied throughout a professionalization process.
Agrisud pursues its objective in developing countries.
After a pilot phase in 2017, Agrisud International has been implementing the IDEAS project (Income Development for Ethnic minorities based on Agriculture Sustainability), in close partnership with Hoang Lien National Park. This project is part of the decentralized cooperation program between Lao Cai Province and French Nouvelle-Aquitaine Region. The aim of IDEAS project is to offer alternative agricultural sources of income to the households living in and around Hoang Lien National Park to help reduce people’s economic vulnerability and encourage them to respect natural resource conservation procedures.
The objective of IDEAS project is to enhance the resilience of supports families from ethnic minorities living in the Hoang Lien National Park and its periphery, with the objectives of improving and diversifying agricultural activities for food security and sustainable income generation, and on the other, poverty reduction to reduce the pressure on natural resources and help preserve the local biodiversity of the HLNP. After phase I (2018-2020) and phase II (2021-2023), the 3rd phase, which started in May 2024 for 32 months (up to December 2026), will extend the intervention to 19 villages, including 5 new villages where the previous phases of the project did not intervene. It will support 840 agricultural households to strengthen their capacities and improve and diversify their production and income, to gradually reduce pressure on forests, thereby helping to protect biodiversity in Hoang Lien National Park.
IDEAS project is funded by French Development Agency (Agence Française de Développement) and Nouvelle-Aquitaine Region.
IDEAS activities are organized within three interconnected objectives:
Objective 1. Strengthen the technical capacities of households supported in the previous phases to improve the productivity of agricultural activities
Objective 2. Disseminate agricultural and livestock techniques to new households in the localities of 19 villages
Objective 3. Implement awareness-raising and capacity building actions for local actors for the promotion of sustainable agriculture
SUMMARY OF POSITION The Administrative and Finance Assistant will support the Project Coordinator to ensure the Sapa office is running efficiently, she//he will support the finance and administrative activities
MAIN RESPONSIBILITIES
Administration
- Translating correspondences, technical and strategy documents and training materials from Vietnamese into English and vice versa.
- Performing dialogue interpretation in projects meetings, workshops and events.
- Participating in the preparation, organization and implementation of workshops, events, meetings; training…
- Contributing to a smooth, uninterrupted functioning of the project office, daily operational execution of project affairs incl arrange logistics for project activities and other related events and perform administrative tasks related to the project.
- Other administrative tasks as required.
Finance
- Maintain cash register, cash advances, payments and receipts etc.
- Check and classify invoices and supporting documents, advance returns against approved budgets and payment guidelines.
- Prepare payment requests.
- Prepare and follow-up procurement activities according to project policy and procedures.
- Participate in procurement process.
- Identify the potential suppliers/candidate and prepare contract for signature.
- Follow-up on service/supply/ contracts (payments, checking invoices, guarantees, etc.).
- Update accounting files (cash and bank)
REQUIRED QUALIFICATION AND EXPERIENCE
- Bachelor’s degree in economics, Finance, Foreign Languages, or other relevant subjects.
- At least three (3) years’ experience working in development projects.
- Experience working with NGOs and working with ethnic minorities in the Northwest provinces is an advantage.
- Good organizational skills.
- Good written and verbal communication skills.
- Result-oriented; strong willingness to learn.
- Excellent proficiency in written and spoken English, knowledge of French and local minorities languages is an asset.
- Able to travel and stay overnight as required.
