Finance and Administration Assistant

IUCN, International Union for Conservation of Nature and Natural Resources seeks to recruit one self-motivated professional for the position of Finance and Administration Assistant, IUCN Vietnam, Ho Chi Minh City Office. This position is located in Ho Chi Minh City (HCMC), Vietnam with periodic travel to provinces and Hanoi.
The Finance and Administration Assistant directly reports to the Finance Officer, IUCN Vietnam and additionally to Programme Coordinator, IUCN Vietnam and HR and Administration Manager, IUCN Vietnam. This position will provide finance and administrative support to IUCN’s project activities in the Mekong Delta, including those funded by the Building Coastal Resilience (BCR) Project, Mangroves for the Future (MFF) and Mekong Water Dialogues (MWD). The Finance and Administration Assistant will be responsible for the following main duties:

Finance Duties
- Coordinate closely with IUCN Hanoi office on administrative and operational matters such as payments, contract management, procurement of services and goods, and assets management.
- Administer a petty cash account for the HCMC office and carry out monthly cash count and reconciliation.
- Ensure timely submission of supporting proper documents for processing of payments, contracts, and financial reports to Hanoi office.
- Advise and assist staff and consultants in the processing of allowances and travel claims and certify payments related to these claims.
- Work with HCMC Staff to prepare expenditure report for the previous month as well as prepare cash advance for the following month and submit to Hanoi Office for action.
- Ensure that all financial transactions are made in accordance with IUCN regulations and procedures and donor guidelines.
- Assist with audits as required; ensure that recommendations relate to financial management from auditors are implemented.
- Ensure that all records, vouchers, and invoices are kept in order; maintain and manage fixed assets and inventory.

Administrative Duties
- Welcome and extend hospitality to all guests/ visitors.
- Maintain computerized filing and data system, as well as in hard copy.
- Assist staff with cash advance requests and book hotels, flights, transportation etc. as required.
- Assist staff with monthly timesheet and staff time claim forms.
- Handle logistical arrangements for workshops and other meetings.
- Translate and interpret between Vietnamese and English, etc. as required.

QUALIFICATIONS AND SKILLS REQUIRED:
- Bachelor’s Degree or equivalent in Finance, Accounting, Business Administration, Economics or other related fields;  
- At least 3 years experience in a relevant position with an International Organization or an International NGO;  
- Experience of working with provincial governments;
- Demonstrated ability to manage an office efficiently and effectively;
- Good command in spoken and written English is essential;
- Experience of working with accounting software package, including SUN and ERP Systems will be an advantage;
- Proficiency in MS applications (Word, Excel, Outlook, PowerPoint), internet use, and email and;
- Ability to work effectively with diverse multicultural and multidisciplinary teams is essential.  

This position is open for Vietnamese nationals only and for a period of one year with the possibility of extension.
