Finance and Administration Manager

JSI is seeking dynamic, competent and highly motivated person to as its Finance and Administration Manager (F&A Manager) for a public health project based in Vietnam. This project aims to strengthen the role of Civil Society Organization’s in Vietnam’s national HIV/AIDS response.

Key Responsibilities:
The F&A Manager will be responsible for the full range of financial analysis and accounting services, and serve as the Chief of Party’s principle Financial Management representative providing financial management and accounting expertise and advice for program activities.
She/he is responsible for providing guidance and capacity building related to financial, accounting, administrative and managerial matters affecting USAID activities and to implementing partners. 

Specifically the F&A Manager will:
- Provide technical guidance to project partners in finance and administration, as required;
- Oversee financial and administrative implementation of the project;
- Ensure efficient administration and sound financial management;
- Supervise and coordinate financial and administrative team to ensure timely achievement of project goals;
- Oversee the field accounts system, and the timely submission of field accounts to JSI/Boston;
- Provide supervisory control over petty cash records and all other records that have financial implications;
- Assist the Chief of Party in addressing contract-related issues, ensuring that contractor financial controls and systems comply with generally accepted accounting practices and meet USAID standards;
- Prepare budgets, monitors expenditures and prepares quarterly financial reports for the Chief of Party and USAID;
- Provide oversight for procurement of equipment and commodities;
- Review consultant payments based on approved time sheets and contracts from the Chief of Party and submit them for approval;
- Review travel advance and travel expense reports per policy and submit to Chief of Party for approval;
- Review conformity of vendor invoices to purchase orders or contracts;
- Ensure all payments, expense reports and advances are approved and have the required documentations as specified in procedures;
- Post payments, advances and accountabilities into Quickbooks and ensure that payments are made on a timely manner;
- Resolve invoice problems with suppliers and travel expense problems with employees or consultants;
- Oversee the VAT claim process and take charge of all VAT issues;
- Maintain an inventory system of all Project assets and ensure that adequate protection is provided for the same;
- Any other duties as assigned.

Qualifications:
- Experience in administration and office management;
- Knowledge of computer based accounting and Microsoft Office;
- General administrative, human resources management skills;
- Excellent English communications skills, both verbal and written;
- Excellent teamwork and team building skills;
- Masters Degree in Business Administration or similar discipline is desired;
- Excellent knowledge of USAID rules and regulations;
- Experience conducting procurement on a USAID-funded project;
- Experience managing subrecipients and grants;
- Able to work independently, solve problems and follow-up;
- Written and spoken fluency in both English and Vietnamese; and
- Strong organizational skills, ability to multitask and work in a fast-paced environment.
