Finance and Administration Manager (FAM)

Anh-Chi-Em program (ACE) was established by Entrepreneurs du Monde in 2007 in the Dien Bien province to offer financial and socio economic services to farmers from marginalized ethnic minorities.

The objective of ACE is to help poor households in remote areas to reduce their vulnerability and reach better living conditions through the provision of quality financial and capacity building services in a sustainable way.

ROLE OF THE POSITION TO THE PROJECT:
- Responsible for the effective running of all support unit including Finance, accounting,data, IT, HR and administrations.
- Ensuring that ACE meets its financial and compliance obligations to EDM and all stakeholders.
- As a member of the Senior Management team, contributes to strategic and operational planning and oversight.

REPORTING TO: PM
1. Finance and accounting
- Responsible for the financial management of ACE including managing resources and expenditure for ACE activities, within the defined budget and in compliance with the financial procedures.
- Responsible for the treasury management (establish weekly cashflow forecasts, ,optimize cashflow between Head Office and branch accounts, send cashflow forecasts and fund requests to regional EdM office on a monthly basis)
- Responsible for the financial & management reporting processes in ACE, ensuring the availability of timely and relevant information for ACE, EDM and stakeholders: weekly cash flow forecasts, weekly cash flow reports, monthly reconciliation of loan and saving data, banks and cash accounts, fixed assets and grant accounts, monthly financial statements, monthly budget follow-up.
- Ensure the integrity of the monthly and annual financial statements by ensuring that they provide a true & fair view of ACE operation; meet legal requirements; comply with the EDM and other relevant standards and reflect best practice.Responsible for leading the development and review of annual financial plans, budgets & targets with other units
- Provide timely and relevant performance reports to PM, EDM as required.
- Deal with the external auditors, including being the key contact for audit planning and completion. Follow up any action points arising from the Audit Management Letter? Update the Financial and Accounting policies and procedures manuals on a regular basis, to include any changes whenever necessary
2. Data encoding
- Supervise the encoding of data on financial and non financial services delivered by ACE.
- Follow-up the encoding team, and ensure data is available for the Operations teams on a timely basis.
- Ensure the controls are performed on the data encoded according to procedures, and that all relevant data is filed appropriately.
- Oversee integrity, protection and effectiveness of the ACE databases; reconciliation of all related financial transactions; and ensures data protection procedures.
- Work hand in hand with the IA and the Operations team in updating the encoding manuals whenever necessary.
3. Human resources
- In consultation with PM oversee all aspects of human resource management for all employees including but not limited to recruitment, induction, development and termination, performance management, facilitating the process of setting benefit and compensation packages
- Control the payroll, incentives, penalties, annual leave and sick leave for staff? Assit PM in staff training.
- Manage the conflicts and motivate staff
- Participate in evaluation the performance of the program staffs.
- Update the Human resources policies and procedures manuals on a regular basis, to include any changes whenever necessary.
4. Administration
- Oversee all organizational matters in office premises (assets/properties, rent, security, purchase, maintenance, cleanliness, filing)
- Ensure that procurement and administration policies and procedures are adhered to and are compatible with EDM guidance
- Design and update the Administrative policies and procedures manuals on a regular basis, to include any changes whenever necessary.

6. Skills/qualification
- University graduated specializing in accounting or auditing
- A minimum of 3 years experience in finance / accounting and at a managerial position.
- Previous experience in banking or microfinance would be a plus but not necessary.
- Good Computer skills: MS office, Accounting software/ or computerized MIS
- An ability to write clear and concise reports; good spoken and written English and
- French will be an added advantage.
- An ability to develop budget and perform budgetary control including variance analysis
- Proven ability to produce results within tight deadlines in a very busy environment
- Ability to work independently with minimal supervision
- Ability to interact effectively with a geographically dispersed multicultural team composed of international and national personnel
- Analytical skills and decision making ability even in complex and sensitive situations
- Good Team work skills, Work effectively with finance, non?finance staff, partners and community members
- Good Communication & Training skills
- Ability to motivate staff, effectively deal with local authorities.
7. Commitment
- Must be in sympathetic with the social mission of ACE to help poor households in remote areas to reduce their vulnerability and reach better living conditions
- Committed to providing accurate and timely reports and data.
- Willing to work full time in Dien Bien province and ready to go to the mountainous villages as required by the job
