Finance and Administrative Officer
Vacancy: Finance and Administrative Officer, Hanoi
The Solidarity Center seeks a full-time Finance and Administrative Officer to work in a new office and project funded by USAID in Hanoi, Vietnam. The Solidarity Center is a Washington DC-based, non-profit organization that promotes labor rights globally.
Key responsibilities:
Finance & Accounting:
- Maintain and update the general and project accounting records and files.
- Prepare payroll, tax, social security and other forms.
- Review billings/statements/invoices, advance request and advance liquidation documents.
- Undertake accounting functions including payment vouchers, checks, deposits, bank reconciliations and relevant data entry.
- Accurately record financial transactions into QuickBooks accounting software and ensure appropriate supporting documentation is maintained.
- Prepare annual workplan budgets and monitor spending against the approved budgets.
- Regularly update the Country Program Director on spending rates and status of projects.
- Control the petty cash fund and cash flow for the field office.
- Help maintain local office bank accounts including opening/closing accounts and maintaining relationship with the bank.
Procurement:
- Manage the procurement process for office goods and services.
- Support program team with arranging conferences, trainings, meetings, etc.
- Support the program team with making work-related travel arrangements including bookings for hotel, plane tickets and car rental, etc.
- Work with partners and assist in reviewing/overseeing budgets, spending and reports.
Administration:
- Conduct annual inventory of office equipment.
- Ensure maintenance of office equipment.
- Assist with office correspondence, mailing and filing as needed.
Qualifications:
- Diploma or Bachelor degree in Accounting, Finance, Business Administration or other related fields.
- Minimum of 3-5 years accounting experience
- Familiarity with USAID rules and regulations.
- Excellent communication skills.
- Fluent in spoken and written English.
- Computer literate, especially in Excel.
- Familiarity with relevant government laws, regulations and reporting requirements
- Interest in labor rights work.
