Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of civil society, food security, private enterprise, environmental resource management, humanitarian relief, and healthcare. Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.

Summary:
Counterpart is seeking a Finance & Grants Director (FGD) for an anticipated civil society strengthening project with response to HIV/AIDS in Vietnam. With the support and under the supervision of the COP, the Director will be responsible for all financial, accounting and grant-making aspects of the program. S/he will also provide the COP with guidance on administrative and financial matters. The Director should have a fluency and experience in the areas of: grant management, financial accountability, negotiations, auditing. S/he should also be an expert in USAID rules and regulations governing all aspects of financial and administrative management and oversight of programs.
 
Qualifications:
- Masters degree or higher in Finance/Accounting or equivalent field or Certified Public Accountant (CPA) certificate.
- Minimum of five (5) or more years of management experience as a Finance Director, Grants Director or Controller.
- Relevant professional experience managing grants programs.
- Experience living and working in Vietnam.
- Past experience working with foreign donors, USAID programs highly preferred.
- Strong interpersonal skills, ability to interact effectively with CSOs, USAID, other relevant stakeholders and personnel associated with this program.
- Solid computer skills in MS Word, Excel and QuickBooks. Experience using Microsoft Dynamics accounting products beneficial.
- Strong English language skills (written and spoken) required. Fluency in Vietnamese is preferred.
- Vietnamese nationals are strongly encouraged to apply.
