Finance Assistant
Peace and Development Vietnam (PyD) is a Spanish International NGO working in 14 countries around the word. PyD is supporting the implementation of a 4 -year Regional Programme on Economic and Social Empowerment with gender perspective in Vietnam, Cambodia and East Timor, hereinafter referred to as PyD Regional Programme. In Vietnam, the Programme will be implemented is Quang Nam province. The Programme aims to:
Encourage local initiatives which promote employment and entrepreneurship, while gender disparity is alleviated through improving skills of local authorities and civil society.
Promote rural development with local and gender approach, enabling fair distribution and control of resources.
Promote Social Rights of vulnerable people through social justice initiatives on equality and non-discrimination, specially women
PyD Vietnam is looking for a qualified candidate to fill the position of Finance Assistant. She/he will be responsible for supporting or directly being responsible of the financial follow up of the PyD Regional Programme in Vietnam in line with Programme’s plan and PyD values, strategy and guidelines.

2. Status: Full Time
3. Organizational Relationship:
Reporting to: Program Coordinator
Coordinating: Finance Dept
4. Location: PYD Headquarters in Hanoi.
5. Duties and Responsibilities:
- Participate in preparing annual work-plan for the program.
- Assist Program Coordinator and Chief Accountant in the Program’s budget monitoring and program budget revision.
- Set up accounting system, including reporting forms and filling system for the program, ensuring that AECID (spanish aid) requirements are followed.
- Maintain petty cash transactions. This includes writing of receipts, preparation of payment request form, receipt and disbursement of cash and clearance of advances.
- Prepare bank payment orders.
- Prepare the Program financial reports (annual and bi-monthly) and submit to Program Coordinator and Chief Accountant for clearance.
- Prepare the Statement of expenditures to liquidate advances provided into the impress account, in accordance with the PyD guidelines.
- Support the bank reconciliation and balance sheet accounts and keep a file of all completed reconciliation.
- Check and ensure that all expenditures of the program are in accordance with Vietnam and AECID rules. This includes ensuring receipts to be obtained for all payments.
- Check budget lines to ensure that all transactions are booked to the correct budget lines.
- Ensure documentation relating to payments is duly approved by the Program Coordinator.
- Follow up bank transfers. This includes submitting the transfer requests to Accountability Dept and keeping track of the transfers.
- Ensure Petty Cash to be reviewed and updated ensuring that there is up-to-date records.
- To continuously coordinate with the other program and finance assistant to improve system and procedures to enhance internal controls to satisfy audit requirements.
- Prepare monthly bank reconciliation statement in concordance with the Accountability Dept.
- Maintain the original justification file.
- Undertake other relevant matters assigned by the program coordinator.
6. Post-Specific Qualifications:
Mandatories
- Experience in finance and/or project management, particularly funded by AECID. Knowledge of AECID loan program’s procedures.
- Strong organizational and financial skills and understanding of budgeting, administrative and planning procedures.
- Ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization.
- Very good computer skills (Word, Excel, etc.). Will be tested.
- Very good English command.
Preferred
- University degree in Accounting, Finance or related fields.
- Good Spanish command.
