FINANCE CONSULTANT FOR PROJECTS IN LAO

The Rosa-Luxemburg-Stiftung (RLS) is an internationally operating non-profit institution that has become a provider of political education and a center for progressive social research in both Germany and throughout the world. It is part of a transnational, progressive and solidary network striving for democratic and social participation and empowerment. RLS works within the tradition of workers’ and womens’ movements and is affiliated with the German political party “The Left/ Die Linke”.

Rosa-Luxemburg-Stiftung Southeast Asia (RLS SEA) embraces the mission of supporting transformation countries, such as Cambodia, Laos, Myanmar and Vietnam to a socially just, sustainable, participatory and democratic society. The RLS SEA Regional Representative Office has been opened in April 2009 in Hanoi and is currently cooperating with approximately 15 partner organizations such as academic institutions and universities, non-government-organizations (NGOs) and government institutions as well as with parliaments. RLS SEA’s activities and partnerships focus on a variety of issues under three major themes, i.e. “program components” such as “social justice”, “socio-ecological transformation” and “international dialogue”.

ORDER DESCRIPTION

RLS SEA now calls for service providers to submit offers for finance consultant for projects in Lao with the detailed scope of works as in follow.

A. Scope of Services

• Monitor, together with RLS SEA’s team, RLS’s cooperation partners in Lao on the project planning & budgeting process;

• Assist to the Finance Manager of RLS SEA to monitor & control RLS SEA’s partners’ financial reports for ensuring timely closing of the financial year including:
  
  • ­Manage day-to- day operational aspects of financial management with RLS SEA’s cooperation partners in Lao;
  • Maintain and qualify forms, data sheets, financial guidelines of RLS and the Federal Ministry of Economic Cooperation and Development (BMZ);
  • ­Ensure funds for projects are spent according to the financial guidelines of RLS and BMZ;
  • Monitor and send requests to the Finance Manager for money transfer to RLS’s cooperation partners’ accounts based on long-term and regularly updated financial planning in accordance with Project Agreements & Amendments;
  • Check partners’ financial reports, compare with approved budgets, compare with BMZ’s guidelines;
  • Contact partners for further financial clearance and requests;
  • ­Push partners to collect missing financial vouchers;
  • ­Provide translation of Lao language into English and vice versa of project-related financial information & documents if necessary according to the guidelines;
  • ­Ensure financial project documents are complete, current, and stored appropriately.

• Effectively communicate relevant information to the Director and the team of RLS office in Vietnam ensuring the standard of financial guidelines of RLS and the Federal Ministry of Economic Cooperation and Development (BMZ) are maintained.

B. Minimum Criteria for RLS SEA’s assessment of the offers:

RLS SEA will evaluate and assess the submissions of the offers upon a set of criteria. These include:

• Service fee and payment method;
• Proven capacity to carry out the full set of all requested services;
• Track record and evidence based experiences in the provision of such services with international organizations;
• Professional experience minimum requirement is 5 years in relevant field;
• Bachelor degree in Economics, Finance & Accounting, Business Administration or similar field; Master’s degree is an added advantage;
• Proficient English and Lao language is a must.
